We are seeking a skilled and detail-oriented Procurement Engineer specializing in Electrical and Civil engineering disciplines to manage and execute procurement activities for infrastructure and construction projects. The role is responsible for sourcing, evaluating, and procuring materials, equipment, and services while ensuring compliance with project specifications, quality standards, budgets, and timelines. This position plays a critical role in supporting project delivery, cost optimization, and supplier relationship management across the organization's development and operational portfolio.

• Develop and implement procurement strategies for electrical and civil engineering materials, equipment, and services aligned with project requirements.
• Prepare procurement schedules, material requisitions, and budget estimates in coordination with project teams.
• Support feasibility studies, cost analysis, and vendor benchmarking for electrical and civil components.
• Identify, evaluate, and qualify suppliers, contractors, and manufacturers for electrical and civil materials and equipment.
• Conduct market research to assess supplier capabilities, pricing trends, and availability of materials.
• Maintain an approved vendor list and ensure suppliers meet quality, safety, and compliance standards.
• Prepare and issue RFQs, RFPs, and ITBs for electrical and civil procurement packages.
• Evaluate technical and commercial proposals, conduct bid analysis, and prepare comparative statements.
• Lead contract negotiations with suppliers and contractors to secure favorable terms, pricing, and delivery schedules.

• Manage purchase orders, contracts, and service agreements in compliance with company policies and procurement guidelines.
• Ensure all procurement activities adhere to Saudi regulations, international standards, and ESG requirements.
• Coordinate with legal and finance teams to finalize contracts, payment terms, and warranty conditions.

• Verify that procured materials and equipment meet project specifications, quality standards, and safety requirements.
• Coordinate factory inspections, material testing, and quality control procedures with suppliers and QA/QC teams.
• Manage non-conformance reports and expedite resolution of quality issues with vendors.

• Monitor and track delivery schedules to ensure timely availability of materials and equipment on‑site.
• Coordinate with logistics, warehouse, and site teams for material receiving, storage, and distribution.
• Resolve delivery delays, shipping issues, and customs clearance challenges.

• Monitor procurement budgets, track expenditures, and identify cost-saving opportunities.
• Prepare procurement reports, status updates, and performance metrics for project management and senior leadership.
• Maintain accurate procurement records, documentation, and vendor performance evaluations.

• Collaborate with engineering, project management, construction, and operations teams to align procurement activities with project milestones.
• Build and maintain strong relationships with suppliers, contractors, and industry stakeholders.
• Support cross-functional teams in resolving technical, commercial, and logistical challenges.

• Bachelor's degree in Electrical Engineering, Civil Engineering, or a related field.
• Minimum 5–8 years of procurement experience in electrical and civil engineering projects within construction, infrastructure, data centers, telecom, or energy sectors.
• Proven track record in sourcing, negotiating, and managing procurement of electrical systems, power distribution, UPS, generators, transformers, structural materials, and civil works.
• Strong understanding of procurement processes, contract management, and supply chain principles.
• Fluency in English (written and spoken) is mandatory.
• Proficiency in Arabic is preferred.
• Experience with procurement software, ERP systems, and Microsoft Office Suite.
• Strong technical knowledge of electrical and civil engineering materials and equipment.
