We are seeking a Testing & Commissioning Manager as part of DB Engineering & Consulting GmbH, Riyadh Branch. The job opening is located in Kingdom of Saudi Arabia and offers exciting challenges and potential for career growth.

• Responsible for overseeing and managing all testing and commissioning activities during the design, construction, and handover phases of projects.
• Ensures systems and equipment are designed, installed, tested, and commissioned in compliance with project specifications, contractual requirements, safety standards, and applicable codes.
• Review engineering designs, specifications, and drawings for commissioning requirements.
• Ensure commissioning requirements are incorporated into design documents.
• Identify potential operability, maintainability, and testability issues early.
• Develop and review commissioning strategies, procedures, and test protocols.
• Participation in HAZOP, constructability, and technical review meetings.
• Ensure alignment with international standards (e.g., IEC, NFPA, ASHRAE, etc., as applicable).
• Oversee installation works to ensure readiness for testing and commissioning.
• Verify contractor compliance with approved drawings, method statements, and quality plans.
• Review and approve Inspection & Test Plans (ITPs).
• Coordinate with contractors, consultants, and client representatives.
• Monitor pre-commissioning activities including Equipment inspections, Loop checks, Functional testing and Mechanical completion verification
• Ensure safety procedures are strictly followed during energization and system start-up.
• Track and close punch list items related to T&C activities.
• Ensure smooth system handover to operations and maintenance teams.
• Review O&M manuals and as-built documentation.
• Ensure completeness of commissioning dossiers.

• Preferred Master’s degree in Electrical, Mechanical, or related Engineering discipline.
• Professional certification (PMP, PE, CEng, etc.) is advantage.
• At least 20 years of experience in testing & commissioning management in infrastructure projects, including at least 10 years of experience in railway projects. Proven experience in leading multi-disciplinary teams.
• Strong knowledge of international codes and standards.
• Experience in multi-disciplinary system integration.
• Have working experience in KSA or another GCC country.
• Demonstrated initiative, drive, leadership, communication, interpersonal skills, and quest for optimization.
• Excellent written and oral communication skills, as well organization and planning skills.
• Ability to work in a cooperative team environment, with stakeholders from very different fields.
• Excellent communication skills – fluent in English (reading, writing, and speaking)
• Arabic language communication skills will be an advantage.
• User skills in MS Office applications.
• Driving license required to drive to site or to technical meetings with the client representative.
