Position: Site Engineer – Utilities (Infrastructure Networks)

Job Title: Site Engineer – Utilities

Project Type: Infrastructure (Water, Sewer, Stormwater, Irrigation)

Reporting To: Project Manager

Job Purpose

The Site Engineer – Utilities is responsible for the day-to-day supervision, execution, and coordination of all underground utilities works, ensuring that construction is carried out in accordance with approved drawings, technical specifications, contract requirements, project schedule, and applicable quality and HSE standards
.

Key Responsibilities 1. Execution & Supervision

• Supervise construction of utilities networks including:
• Potable water
• Sewerage
• Irrigation (if applicable)
• Ensure works are executed in compliance with IFC drawings
  , approved method statements, and technical specifications.
• Direct and coordinate foremen, subcontractors, and site labor.

2. Technical Coordination

• Coordinate daily with:
• Project Manager
• Identify and resolve clashes between utility networks and other infrastructure elements.
• Liaise with the Consultant regarding site queries, technical clarifications, and approvals.

3. Quality Control & Testing

• Ensure implementation of the approved Inspection & Test Plan (ITP).
• Request and witness inspections and tests including:
• Material Inspection Requests (MIR)
• Work Inspection Requests (WIR)
• Hydrostatic pressure tests
• Leakage and integrity tests
• Back filling and compaction tests
• Address Non-Conformance Reports (NCRs) and ensure corrective actions are closed.

4. Planning & Progress Monitoring

• Execute works in line with the approved project schedule.
• Provide daily and weekly progress updates.
• Identify potential delays and propose corrective and recovery actions.

5. Health, Safety & Environment (HSE)

• Enforce compliance with the approved HSE Plan and Saudi safety regulations.
• Ensure safe excavation practices, shoring, trench protection, and permit-to-work systems.
• Immediately stop unsafe works and report to the Project Manager.

6. Documentation & As-Built Records

• Maintain accurate site records for executed works.
• Support preparation of as-built drawings and handover documentation.
• Assist the Quantity Surveyor in measurement and valuation of completed works.

Authority

• Direct site execution activities within assigned scope.
• Request inspections, tests, and approvals.
• Stop works related to utilities in case of safety or quality violations.

Qualifications & Experience

• Bachelor’s Degree in Civil Engineering.
• 5–8 years experience in infrastructure utilities projects.
• Strong experience in:
• Manholes, chambers, thrust blocks
• Utility trenching and back filling
• Prior experience in Saudi government infrastructure projects is preferred.
• Knowledge of Saudi codes, standards, and Ministry requirements.
