Project Manager – IWPs & IWTPs Technical Planning
As a pivotal member of the planning team, the Project Manager oversees the planning of Independent Water Production Plants (IWPs) and Integrated Water Transmission Pipelines (IWTPs). This role involves coordinating stakeholders for data gathering, applying regulatory knowledge, and identifying sector trends to guide planning processes. The Project Manager supports risk assessments, makes strategy recommendations, and ensures compliance with standards. Additionally, the role includes securing necessary approvals and ensuring a smooth transition of projects to the Transaction Management team.
GenericAccountabilities
- Coordinate with relevant sector stakeholders to gather water and power demand forecasts and potentially longer-term capacity plans
- Maintain and update knowledge of policy and regulatory framework as well as latest requirements, standards, guidelines and codes set by water regulators and policy makers and assess their potential impact on supply capacity plan options
- Collect relevant information from KSA sector stakeholders and conduct an internal assessment in order to understand strategic direction and land use constraints
- Conduct external assessment and identify the latest trends in the water sector (technology trends, planning trends, environmental trends etc.)
- Coordinate with other key sector stakeholders in the water sector (e.g., SWA, SWCC, SEC, NCP)
- Collect/ provide statistical information as needed
- Develop and implement departmental policies, systems, processes, procedures, and controls to fulfill procedural and legislative requirements.
- Develop guiding principles to abide by when developing the water supply capacity plan (e.g., minimize system cost, environmental sustainability, localization potential)
- Identify potential technical and financial risks, define risk mitigation/ reduction measures and communicate to ensure monitoring and follow up by other departments
- Recommend adequate PSP strategy (i.e., identify projects interesting to private sector and whether they should be tendered individually or in bundles)
- Seek necessary approvals on suggested plans
- Communicate plans to Transaction Management Division and ensure all necessary clarifications are provided
- Outline key requirements for identified future IWPs & IWTPs assets, including location, fuel type, timing for deployment, and necessary ancillary services.[YA1]
- Identify potential technical and financial risks for IWPs & IWTPs projects; define risk mitigation and reduction measures and ensure these are communicated for monitoring and follow-up by other departments.
- Recommend an adequate Private Sector Participation (PSP) strategy, identifying projects of interest to the private sector and determining whether they should be tendered individually or in bundles.
- Seek necessary approvals for suggested IWPs and IWTPs plans from appropriate authorities and ensure they are in line with strategic objectives.
- Communicate detailed plans to the Transaction Management Division, providing all necessary clarifications to facilitate project understanding and execution.
- Bachelor’s Degree in Engineering or equivalent with a focus on water production plants and water transmission pipelines.
- Proven track record in managing PPP projects is preferable.
- Master’s Degree is preferable.
5+ years of relevant experience in technical planning, water infrastructure projects, or related fields, with experience in managing Public-Private Partnership (PPP) projects preferred.
