Job Overview
Develop and execute centralized procurement and contracting operations under the Shared Services Program serving the affiliated environmental centers. Coordinate sourcing, contracting, and supplier management activities to ensure transparency and compliance with regulatory frameworks. Analyze procurement performance, support in achieving cost efficiency and contribute to enhancing governance, quality, and service delivery across all centers.
Responsibilities & Accountabilities- Develop and implement unified procurement strategies and annual procurement plans across the all affiliated environmental centers.
- Establish standardized processes, templates, and frameworks that ensure full alignment with national procurement regulations and internal governance policies.
- Continuously refine procurement methodologies to enhance sustainability, transparency and operational efficiency across the shared services model.
- Optimize collective purchasing power to reduce overall costs and enhance efficiency across centers.
- Evaluate market dynamics, pricing structures, and supplier capabilities to support cost‑effective and informed sourcing decisions.
- Coordinate with all environmental centers to consolidate procurement needs and develop an integrated annual procurement plan.
- Facilitate inter‑center coordination meetings to align priorities, resource allocation, and delivery timelines.
- Support centers in executing procurement schedules in accordance with financial and operational plans.
- Support in the preparation, review, and issuance of RFPs, RFQs, and tender documentation in collaboration with technical and legal teams, ensuring clarity, compliance, and consistency with approved procurement standards and procedures.
- Supervise bid evaluations, negotiations, and award recommendations to ensure fairness and regulatory compliance.
- Manage post‑award activities, including contract execution, performance monitoring, and amendments.
- Analyze procurement data, spending trends, and supplier performance to identify key risks and improvement opportunities.
- Develop analytical dashboards and KPIs to monitor procurement efficiency, compliance, and cost optimization.
- Present quarterly procurement performance reports to leadership, providing actionable insights and recommendations.
- Education
:
Bachelor’s degree in Supply Chain Management, Business Administration, or related field. - Years of experience : +7 years of experience in procurement and contracting
- Skills :
Stakeholder Engagement, Quality Oriented, Information Systems Knowledge, Vendor Management, Contract Drafting and Management, Procurement Management.
