Job Summary

Performs administrative, supervisory, and technical work in the operation and maintenance of the Wastewater Treatment Plant. Serves as the designated Responsible Charge as required by the Wyoming Department of Environmental Quality.

Essential Duties and Responsibilities
  • Oversee the proper operation and maintenance of the Wastewater Treatment Plant by exercising considerable independent judgment in the use of specialized tools, equipment, and skilled personnel. Capable to run the plant independently, and determine, decide, and resolve issues as they arise in an effective and efficient manner.
  • Complete and submit all reports required by state, federal, and local agencies in a timely manner. Remain knowledgeable and up to date in all state, federal, and local regulations, laws, rules, and requirements affecting the Wastewater Treatment Plant. Respond to regulatory agency and administrative inquiries in a prompt manner.
  • Prepare and submit proposed fiscal year operating and capital improvement budgets. Control expenditures throughout the fiscal year, comply with procurement policies, and make recommendations to the City Engineer on plan related revenues and expenditures. Assist the City Engineer and Public Works Director in the regular update of long-range capital improvement plans.
  • Establish, schedule, and direct preventative maintenance programs for all parts and equipment of the plant. Prepares shift and staffing schedules incorporating requests for benefited leave time and holiday coverage. Assign work priorities to subordinates; assign and/or approve procedures and work methods.
  • Monitor all laboratory operations including, but not limited to, sampling, testing, and reporting processes.
  • Provide technical instruction and guidance to supervised employees on plant operations. Conduct employee evaluations, maintain discipline, counsel employees to improve performance, and implement disciplinary action as outlined in the city's Personnel Policies and Procedures Manual.
  • Assist in the operation and maintenance of the Wastewater Treatment Plant and work shift work as an operator as required.
  • Represent the City of Riverton by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor
  • Responds to emergency calls and stand on-call when necessary.
  • Assume other duties as assigned.
