The Finance Director reports to the City Administrator and provides leadership, direction, and business decision support regarding the financial and operational performance of the City of Riverside. This position supervises an Accounts Payable/Payroll Clerk. Primary responsibilities include budgeting, accounting and financial management, reporting and auditing, financial planning, investment and debt management, compliance, and employee supervision.

Education/Training/Experience

Starting salary is based on experience in the same or similar role, as reported on the job application. Applications will be reviewed upon receipt. Physical/Environmental/Other
  • Bachelor’s degree in Accounting, Finance, Business, or related fields is required.
  • Master’s degree in Business, Accounting, or Finance preferred, but not required.
  • Certified Public Finance Officer designation preferred, but not required.
  • Must have 5-10 years of progressively responsible experience in financial management, with public finance experience preferred.
  • Must have a minimum of 5 years of combined experience in accounting management, general ledger, accounts payable, and payroll management experience.
  • 2-4 years of experience in a supervisory capacity required.
  • Must possess a valid driver’s license.
  • Must complete within 1 year of hire the FEMA NIMSICS 100, 200, 700, 800, 300, 400 certifications.
  • Demonstrated success in a similar position, preferably in the public sector.
  • Extensive knowledge of municipal finance, accounting principles, and auditing procedures.
  • Demonstrated knowledge of laws and regulations pertaining to municipal ordinances, public finance and fiscal planning.
  • Proficiency in budgeting, financial reporting, and analysis.
  • Understanding of investment techniques and debt management.
  • Demonstrated knowledge of payroll and accounts payable and receivable functions.
  • Working knowledge of employee benefits programs in relation to payroll.
  • Ability to maintain records with a high level of detail and accuracy amidst a multi-task, changing priority environment.
  • Ability to process, prioritize and organize large and varying amounts of information with effective results.
  • Strong leadership and interpersonal skills.
  • Ability to work effectively with elected officials, staff, and the public.
  • Ability to manage confidential information appropriately and professionally at all times.
  • Ability to read, write, and understand the English language with proper spelling and grammar to communicate effectively both orally and in writing.
  • Ability to prioritize work and meet deadlines with effective results.
  • Ability to work independently, as part of a team, and/or with the public.
  • Familiarity with relevant accounting software and systems.
  • Proficient in the use of Microsoft Office Suite, including Outlook and Word.
  • Proficient in standard office procedures, systems and practices including the use of a computer.
  • Must be punctual and timely in meeting all requirements of performance, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and scheduled work breaks, where applicable.
  • Ability to sit for prolonged periods of time.
  • Ability to lift up to 25 pounds on an occasional basis.
  • Ability to work a standard Monday-Friday, 8am-5pm schedule in the office. Required to attend all evening Board of Aldermen meetings.
Responsibilities
  • Oversee all finance services and day-to-day activities of the Finance department including accounts payable & receivable, payroll, fixed assets, budget management, investments and cash management. Responsible for assigning and evaluating the daily work activities of the Finance department.
  • Ensure that all financial, accounting, and administrative functions within the City of Riverside organization are performed according to and comply with the highest professional and accounting standards, as well as local, state and federal laws and regulations.
