Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD‑funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Position Summary

Under the direction of the Associate Director, LAHSA seeks an inspiring Manager to work in partnership with funders, elected offices, community partners, stakeholders, etc., to oversee all facets of program development, design, and implementation of Special Projects within the Los Angeles County homeless service delivery system. The manager will supervision an assigned team working on their designated program and projects to develop and update departmental Policies & Procedures and Key Performance Indicators.

The manager will work to ensure accessibility of, access to, quality of services, and performance outcomes for Projects to support people experiencing homelessness in the Los Angeles County homeless system.

Key Program Areas
  • Multi‑Department Crisis Response Team: Manage and align multiphase agency‑wide projects, in close collaboration with all LAHSA departments, other managers, and other system partners within the City and County. Support city and county emergency/crisis initiatives to coordinate efforts to end homelessness.
  • Resource and Referral Team: Responsible for managing program operations for the Crisis Responders and Homeless Referral Specialist, ensuring accessibility, access to, quality of services, and performance outcomes to support people at risk and/or experiencing homelessness.
  • Welcome Navigation Center: Oversee site logistics and service coordination, providing real‑time, daily guidance on operations, policies, procedures, and protocols; assist with on‑site troubleshooting and problem solving; record and document daily activities and issues; coordinate and facilitate the escalation of issues.
  • Resident Monitors: Oversight of program operations and activities ensuring the safety and well‑being of residents at Interim Housing facilities/master leased multifamily buildings.
The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.
  • Supervises staff, weekly schedules and directs work, performs orientation, training, and quality assurance activities regarding staff performance; recommends personnel actions such as selection and evaluation, performance management, regular checkpoints, etc.
  • Provide effective and inspiring strategic leadership in the implementation, refinement, and ongoing management of assigned teams within the Special Projects Department.
  • Work in collaboration with A&E Managers and/or Supervisors in the deployment of Homeless Engagement Teams in support of targeted outreach efforts determined by LAHOPS and requests received via email or phone.
  • Coordinate weekly team meetings and provide regular one‑on‑one staff supervision.
  • Develop working relationships with various stakeholders, community partners, and service providers in the development, evaluation, and enhancement of permanent supportive housing time‑limited subsidy or housing navigation programs.
  • Implement and lead a continuous quality improvement process throughout the system by identifying gaps and barriers in the system of care for homeless families and individuals by focusing on system/process improvement and impact measurement.
