Application Process

Human Resources staff will review all applications. Applicants who submit a complete application and clearly meet the needs of the City in terms of training, experience, education, and other job‑related characteristics, will be invited to participate in the next steps of the hiring selection process. The hiring and selection process will include: the evaluation and initial screening of the standard online City application and responses to the supplemental questions;

a completed Personal History Statement Form, which will be utilized to determine which candidates progress to the next phase; those who submit and pass the Personal History Statement Form will be invited to a panel interview; the successful candidate will progress to a background and a final selection interview. At the City’s discretion, the closing deadline may be extended.

Description

Under general supervision, performs a variety of routine to complex technical and public contact duties related to the City’s motor vehicle parking laws including the identification, investigation, and citation of violators; investigates citizen complaints of parking violations and issues citations; and performs related work as required.

Distinguishing Characteristics

Receives general supervision from assigned supervisory or management personnel. Exercises no supervision of staff.

Examples of Typical Job Functions
  • Receive, record, and investigate complaints from the public and staff regarding violations of motor vehicle parking regulations; document violations by securing photographs and other pertinent data; research ownership records, prior complaints, municipal codes and ordinances, and state regulations to establish whether a violation has occurred.
  • Provide information to violators and the general public; explain and cite codes regarding traffic tickets, parking citations, and general parking laws and ordinances; respond to all questions, complaints, and inquiries.
  • Assist with controlling or re‑routing traffic during emergencies, funeral processions, or traffic accidents.
  • Maintain necessary records.
  • Coordinate with Vehicle Abatement on abandoned vehicle issues.
  • Appear in court on challenged citations.
  • Must be available for weekend, holiday, evening and shift work.
  • Support the relationship between the City of Seaside and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff.
  • Maintain confidentiality of work‑related issues and City information.
  • Perform other duties as assigned.

Education

Graduation from high school or GED equivalent.

Experience

Considerable experience involving public contact.

Licenses and Certifications
  • Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.

Must be able to pass background investigation. The position requires the ability to work a flexible schedule including weekends, evenings, and holidays.

Knowledge of
  • Principles, practices, methods, and techniques of vehicle code violation investigation and compliance governing parking, traffic, and vehicle abandonment.
