Contracts and Grants Analyst (Companion) for the Office of Homeless Services (OHS) division in Riverside location.
Full‑time companion position with benefits. It is expected to become a full‑time regular position in February 2026. The Contracts and Grants Analyst will support the development, execution and monitoring of agreements and contracts for housing and homeless services programs. Responsibilities include drafting and monitoring service, capital and other housing agreements and amendments; conducting research for funding sources; supporting Requests for Proposals; drafting Form 11s; assisting in procurement tasks; consulting on budgetary items; and ensuring vendor compliance with state and federal guidelines.
The role requires driving throughout Riverside County to conduct site visits at vendor locations, attend training, and collect wet signatures for agreements.
Competitive candidates will have previous experience managing agreements and contracts; knowledge of federal and state programs, guidelines and compliance; strong written skills; proficiency with Microsoft Office and Adobe; and experience with housing and homeless grants and procurement.
Meet the Team!The Riverside County Department of Housing and Workforce Solutions was formed in 2020 to elevate social and economic opportunity. The Office of Homeless Services is a division within HWS that develops and maintains an effective county‑wide Continuum of Care, organizing and delivering supportive social services—including housing—to help homeless individuals and families move toward stable housing and self‑sufficiency.
Responsibilities- Manage and administer departmental contract operations, including procurement, services planning, financing, evaluation of proposals and negotiation of contract terms.
- Represent the County and the department, acting as a liaison between the department and contractors/service providers to ensure all legal and liability considerations are satisfied.
- Compete for or solicit funding from federal, state, or other sources; write grant proposals and applications; monitor grant implementation for budgetary and operating compliance.
- Formulate and revise departmental policy and procedures on contracting; ensure fiscal compliance of all contracts and grants; enforce compliance with federal, state and county regulations.
- Review and monitor all service and revenue contracts; review purchase orders for expenditures.
- Coordinate all initial and follow‑up contract site visits; advise contractors on compliance; ensure contractors maintain valid business licenses and adequate insurance coverage.
- Monitor the development of and provide guidance for all Requests for Proposals for new programs; write grants, proposals and narrative and statistical reports.
- Serve as a mediator between private industry and the department; assure department managers conduct contractor evaluations as required by County policy.
- Prepare and/or review Board Letters (Form 11s) and related paperwork to support contracts for the Board of Supervisors; prepare analytical reports, correspondence and memoranda; distribute and obtain approvals and signatures.
- Prepare budget requests for assigned staff and programs; supervise and train subordinates as required.
Education: Graduation from an accredited college or university with a bachelor's degree in business, public administration or a closely related field. Up to two years of qualifying experience may substitute for the required education.
Experience: Three years of preparing and processing state or federal contracts, purchasing service contracts, processing grant applications, conducting competitive bids, formulating policy and procedures, and negotiating contracts with private industry.
