Position: Engineering Technician I/II (Construction Inspection)

The County of Riverside’s Transportation Department is seeking an Engineering Technician I/II (Construction Inspection) who will support the Construction Inspection Division in Riverside.

The Engineering Technician I/II will perform field inspections of roadway and drainage construction, review plans, construction schedules, and develop home tracks, ensuring compliance with plans, specifications, County standards, and regulatory requirements. The Technician will also write daily reports, prepare correspondence, and perform other engineering support functions as required.

The Engineering Technician I is a natural progression under‑fill for the Engineering Technician II. Incumbents are eligible for promotion upon successful completion of their probationary period, which includes a satisfactory performance evaluation and any additional qualification requirements.

Responsibilities
  • Perform limited design of roadways and appurtenant structures within established limits.
  • Calculate and compute quantity and cost of materials for a variety of construction projects; prepare maps using manual or computer‑aided techniques.
  • Enter appropriate computer commands into mapping systems; digitize maps for data entry; operate plotter for computerized map preparation.
  • Check subdivision maps for mathematical accuracy, closure, area, survey consistency and accuracy, and legal conformity; prepare legal descriptions and plats.
  • Perform laboratory analysis of field samples of soils, aggregates, concrete mixes, and other materials for compliance with County standards and contract specifications.
  • Investigate and make diagrams, reports, and recommendations on high‑accident locations and other sites; coordinate traffic census programs; collect, interpret, record, and graphically present data from traffic, transportation, and other studies and surveys.
  • Perform moderately difficult sub‑professional field and office surveying work.
  • Set up and maintain filing and indexing systems for road record documents, survey records, maps, transportation data, and other engineering record materials.
  • Inspect construction of less complex public works projects and subdivision tracts to assure compliance with plans and specifications.
  • Act as instrument technician on a survey crew; operate electronic measuring equipment, including total stations, levels, and GPS equipment, and make cross‑section, profile, topographic, elevation, photogrammetric, location, and construction layout surveys.
  • Draft topographic, geometric alignment, cross‑sectional, and profile drawings and maps using manual or computer‑aided techniques.
  • Conduct title and property owner research; prepare legal descriptions and various legal documents relating to real property; calculate bearings, distances, and areas.
  • Prepare detailed and precise maps including right‑of‑way maps.
Qualifications
  • Competitive candidates will possess experience performing construction field inspections, including Public Works inspections related to streets and new construction projects.
  • Experience inspecting asphalt and concrete improvements, and reviewing and releasing projects during various phases of construction is strongly preferred.
  • Proficiency in Microsoft Excel is highly desirable.
  • Experience working in a municipal or public sector environment is preferred.
  • Education or experience options for Engineer‑in‑Training or Surveyor‑in‑Training certificates are available as specified below.
Education / Experience Options
  • Engineering Technician I
    • OPTION I – Two years of sub‑professional civil engineering experience or equivalent coursework totaling at least one year.
    • OPTION II – Certificate of Registration as an Engineer‑in‑Training or Surveyor‑in‑Training.
  • Engineering Technician II
    • OPTION I – Three years of sub‑professional civil engineering experience or equivalent coursework up to two years.
    • OPTION II – Bachelor’s degree in surveying engineering or civil engineering.
    • OPTION III – Three years of sub‑professional civil engineering experience with a valid certificate substituting for two years.
  • All positions require possession of a valid Class C California Driver’s License.
