Senior Civil Engineer – Water Resource Recovery Division
The City of Richmond is seeking an experienced engineer to lead critical wastewater projects within the Water Pollution Control Plant (WPCP) and Collection System. The Senior Civil Engineer will oversee design, construction, and regulatory compliance for municipal public works and support the City’s commitment to sustainable water management.
Responsibilities- Supervise the design and construction of streets, sewers, drainage structures, and related public works.
- Review development projects, approve design procedures, and provide guidance to subordinates.
- Coordinate with state, federal, and local agencies to ensure compliance with NPDES permitting, Clean Water Act regulations, and other environmental requirements.
- Manage capital improvement projects for the WPCP and Collection System, including cost estimating, contract administration, and construction oversight.
- Maintain and file technical drawings, maps, and records for all public works projects.
- Review environmental impact reports and support long‑term work planning and budgeting.
- Represent the department in public meetings, council hearings, and transportation or environmental committees.
- Bachelor’s degree in Civil Engineering or related field.
- 4–7 years of progressively responsible civil engineering experience, including supervisory duties.
- Valid Professional Engineer registration in California (out‑of‑state reciprocity available after California exam). A license to sign California subdivision maps or land surveyor’s license is desirable.
- Strong knowledge of NPDES permitting, wastewater treatment operations, and municipal public works regulations.
- Proficient in project management, budgeting, scheduling, and stakeholder communication.
- Ability to produce clear written reports, technical specifications, and presentations for both technical and non‑technical audiences.
- Annual Salary: $ (top of range).
