The City of Riverside, Office of the City Manager, is accepting applications for the position of Performance Analyst to fill one (1) vacancy in the Organization Performance & Audit Division
. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

Under the direction of the Organizational Performance & Audit Manager, the Performance Analyst leads the research, planning and execution of reviews that deliver innovative strategies that improve customer service, operational effectiveness, and departmental efficiency; works collaboratively with all City departments; designs and implements performance measures aligned with City Council priorities and department strategic goals; evaluates the effectiveness of existing programs, and recommends enhancements to performance reporting.

Typical

duties may include, but are not limited to, the following:
  • Research, identify, prioritize and incubate new ideas/innovative solutions to enhance internal processes, systems and services.
  • Conduct operational reviews, assess compliance with policies and procedures, identify risks and control gaps, and develop recommendations that strengthen transparency, efficiency, and service delivery.
  • Research, analyze data, develop and assist in the implementation of innovative solutions in collaboration with subject‑matter experts within City departments, local colleges/universities, entrepreneurs, other cities, etc.
  • Plan and conduct organizational performance review studies to identify areas of efficiency and effectiveness to improve the utilization of organizational resources.
  • Participate in the development and evaluation of key performance indicators and performance reporting systems. Coordinate quarterly performance reporting process with departments.
  • Supports audit planning, documentation, and follow‑up activities to ensure corrective actions are implemented.
  • Provide concise and comprehensive oral and written reports for elected officials, executive management and staff on organizational strategic goals and performance measures.
  • Identify, monitor, and evaluate public and private sector innovations and service delivery breakthroughs.
  • Develop and maintain an Innovation Knowledge Center portal of performance benchmarks and best practices.
Education

Bachelor's degree from an accredited college or university with major coursework in business administration, public administration, organizational development or a closely related field. Two years of additional qualifying experience may substitute for the two years of the required education on a year‑for‑year basis.

Experience

Three years of experience performing organizational performance review, audit, or business analysis, preferably in a municipal/government environment.

Highly Desirable Qualifications
  • Certified Public Accountant (CPA)
  • Certified Internal Auditor (CIA)
  • Six Sigma certification (Black Belt or Green Belt)
