Position SummaryHiring Incentive will be paid out in three equal installments. The Division Manager, Development Engineering will supervise the review and processing of various construction, design, drainage, traffic, and platting documents submitted to the Department by private developers and engineering consultants. The role ensures that City standards, ordinances, and life and safety factors are met, manages the City’s National Pollutant Discharge Elimination System (NPDES) Stormwater Program, and serves as the FEMA floodplain administrator for the City of Rio Rancho.
The Division Manager also oversees the use of public right‑of‑way (Traffic Control Permitting) and coordinates public and on‑site infrastructure reviews for internal City and external governmental/public sector projects, including the Parks Department, Rio Rancho Public Schools, and the Southern Sandoval County Arroyo Flood Control Authority (SSCAFCA).
- Supervise the review and processing of construction drawings, design reports, drainage reports, and traffic studies submitted by private developers and engineering consultants.
- Ensure compliance with City standards, ordinances, and public infrastructure design criteria, including construction and life‑safety factors.
- Manage the City’s NPDES Stormwater Program and assign floodplain development review responsibilities.
- Serve as the FEMA floodplain administrator and manage public right‑of‑way and traffic control permitting.
- Lead the review and coordination of public and on‑site infrastructure projects for City and external agencies.
- Maintain and update design standards and criteria contained in the Development Services chapters of the Development Process Manual.
- Advise the Department Director on the status and quality of proposed infrastructure and design.
- Manage the daily administrative and technical operations of the Division, including resource deployment, budget implementation, and procurement of equipment and software.
- Oversee personnel matters: performance evaluations, professional development, and personnel issues.
- Prepare and implement the Division’s operating budget and procure necessary equipment and software.
- Attend meetings with developers, consultants, and other stakeholders, including the Development Review Committee (DRC).
- Education:
Bachelor’s Degree in Civil Engineering, Construction Management, or a directly related discipline. - Experience:
Minimum five (5) years of experience in the engineering and construction of municipal/public infrastructure, including at least three (3) years of supervisory experience. - Preferred:
Master’s Degree in Engineering, Business, or Public Administration. - Certifications and Licenses:
Registered Professional Engineer (P.E.) in the State of New Mexico (must obtain within 12 months after hire). Preferred:
Certified Floodplain Manager (CFM). - Driver’s License:
Frequent Driver, Regular Driver’s License Required, no endorsements. Driving record must meet City standards. - Knowledge &
Skills:
Advanced knowledge of public works and development services functions, including construction, engineering design, standards, and procedures; ability to read and interpret engineering plans, City codes, and related ordinances; proficiency with standard office software for word processing, spreadsheets, engineering, and mapping; strong communication, presentation, and report‑writing abilities; problem‑solving skills; collaboration with internal and external stakeholders. - Abilities:
Interpret technical reports, analyze data, and apply engineering concepts to practical situations; maintain harmonious relationships; foster collaborative teamwork.
