Senior Pre-Construction Project Engineer (Delivery)

Hampton with some travel to London sites

As a Senior Project Engineer, you'll bring together insights from our Operational and Matrix teams during the Pre-Contract phase, shaping a clear and reliable Target Cost, a thorough Risk Register, and an early Delivery Plan that sets each project up for success. You'll also help strengthen the commercial position of each project all the way through detailed design and major subcontract placement.

And before any work starts on site, you'll take the lead in developing a well-thought-out Delivery Plan that ensures every stage of delivery is fully considered and ready to go.

What you will be doing:
  • Lead and support the delivery team by managing MEICA activities across a portfolio of pre-construction projects.
  • Manage and mentor Pre-Construction Engineers and Assistants.
  • Review design partner deliverables, ensuring full compliance with contractual, design and regulatory standards.
  • Coordinate activities to achieve client gate-stage approvals and internal governance requirements.
  • Contribute to MEICA forums by sharing knowledge, lessons learned, and best practices.
  • Ensure a smooth handover to the Operational Team once pre-construction activities are complete.
  • Plan, coordinate, and oversee surveys, testing and inspections needed to support design development.
  • Act as Mechanical or Electrical Appointed Person when required.
  • Lead engagement with the supply chain issuing high-quality enquiries and rigorously assessing quotations.
  • Participate in client framework supplier selections and challenge constraints where necessary.
  • Produce and review project delivery plans, procurement schedules, buildability considerations and temporary work's needs.
  • Provide a strong technical interface with the Client across Civil and MEICA disciplines.
  • Support programme development and collaborative planning with technical input.
  • Optimise Civil and MEICA technical solutions while maintaining full compliance.
About You:
  • HND/HNC in a MEICA Engineering discipline (BEng/MEng desirable).
  • A strong background in construction/engineering within Water/Wastewater or related sectors.
  • Valid SMSTS and CSCS card.
  • Proven leadership and people management skills.
  • Strong written and verbal communication abilities.
  • Client-focused with a collaborative, partnership-based approach.
  • Technically competent with solid commercial and contractual awareness.
  • Skilled in subcontractor and supply chain management, including negotiation.
  • Highly organised, deadline-driven, and able to manage multiple priorities.
  • Confident delivering presentations.
  • Proficient IT and computer skills.
  • A positive, proactive "can-do" attitude.
  • Professional qualification (desirable).
