The City of Richmond, Department of Public Utilities, is seeking a qualified Gas Crew Foreman. The incumbent will be responsible for supervising, inspecting, and actively participating in the maintenance, repair, and construction of gas utility installations. This position ensures that all work is conducted safely, efficiently, and complies with applicable standards and regulations. Work is performed under regular supervision, with oversight over a team of semi-skilled workers, equipment operators, and/or contractors.
This role requires availability for recall or extended work hours during natural disasters or emergencies.
- Assign and supervise the work of semi-skilled and skilled workers, as well as equipment operators, in gas line repair, maintenance, restoration, and construction.
- Adjust work assignments based on project requirements and operational needs.
- Ensure proper operation and maintenance of equipment and tools used by the crew.
- Perform or assist with complex maintenance and construction tasks.
- Operate equipment as necessary.
- Ensure appropriate traffic control measures are implemented at work sites.
- Train, instruct, and evaluate subordinates to maintain workforce competency and compliance.
- Inspect work in progress to ensure conformance with instructions and industry standards.
- Select and requisition necessary equipment and materials for job completion.
- Maintain accurate records of time, materials, and job progress; prepare work reports as needed.
- Communicate job details and requirements with supervisors.
- Coordinate and inspect the work of contractors as needed.
- Supervise emergency repair crews and ensure a prompt response to urgent situations if required.
- Locate gas or water/wastewater lines as required by assignment.
- Implement ongoing safety and training education programs for crew members.
- Perform additional related tasks as required.
- High School Diploma or GED
- Four years of experience in skilled maintenance, repair, installation, or construction related to gas utility services.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
- Ability to work overtime and respond on an on-call basis when necessary, with a required response time of 45 minutes to the Richmond Gas Works operating territory.
- Must obtain and maintain any certifications required by applicable federal, state, and local regulations, as well as departmental policies.
- Minimum of one year of supervisory experience preferred.
Special Requirements
- A valid Driver's License with a satisfactory driving record.
- A valid Commonwealth of Virginia Driver's License within 30 days of hire.
- Thorough knowledge of maintenance, installation, repair, and construction techniques for gas utilities.
- Strong understanding of occupational hazards and safety precautions in gas line work.
- Familiarity with federal, state, and local construction, installation, maintenance, and repair requirements.
- Proficiency in using specialized tools and equipment related to gas utility work.
- Ability to read maps and determine general locations of utility lines.
- Competence in assigning and supervising the work of others effectively.
- Capability to prepare reports and maintain accurate records.
- Proficiency in using a computer for documentation and reporting.
- Ability to work independently and make sound decisions.
- Strong ability to interpret and understand construction drawings.
