The City of Richmond, Department of Public Utilities Water Utility Division is seeking a qualified Utility Plant Specialist to fill one HVAC (Air Conditioning, Refrigeration & Heating) Mechanic position. The incumbent will work in the City's water or wastewater treatment plants and ensures that the plant and equipment are functioning properly. The incumbent will utilize knowledge and skills in multiple trades, such as mechanical or electrical work, to perform the assigned duties.
Duties include conducting preventative maintenance, troubleshooting and repairing equipment, and monitoring equipment and other functional aspects in the plant. The incumbents will also use their knowledge to ensure that work performed is in compliance with State, Federal, and local laws, regulations, and policies.
- Performs scheduled inspections of HVAC and refrigeration equipment
- Clean, perform preventive maintenance, troubleshoot and repair HVAC and refrigeration equipment as necessary. To include electrical and control devices associated with HVAC equipment.
- Install new and replace existing HVAC and refrigeration systems.
- Responds to environmental comfort calls (i.e., too hot, too cold).
- Prepares and completes work orders on a daily basis.
- High School Diploma or GED
- No experience required
- Good general reading skills with experience in blueprint reading, interpreting schematics and using related tools; ability to read technical manuals, and write brief reports describing status updates and incidents completed through Computer Maintenance Management Systems such as Mainsaver.
- Ability to pass a breathing test in order to wear a self-contained breathing apparatus or full faced respirator.
- Good knowledge of safety and occupational hazards of several trades.
- Ability to participate in a 24 hours, 7 day a week rotating on-call schedule in various types of weather conditions.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
- Prefer two years of experience working with a valid HVAC journeyman or master's certification recognized by the state of Virginia or a reciprocal licensing state identified by the Department of Professional and Occupational Regulation (DPOR).

- Requires a valid Commonwealth of Virginia Driver's License with a satisfactory driving record or must obtain a valid Commonwealth of Virginia Driver's License within 30 days of hire.
- Zone II requires all the above plus Forklift certification OR the ability to obtain Forklift certification within 90 days of hire.
- Zone III requires all the above plus VA Contractor Board Journeyman license.
- Zone IV requires all the above plus VA Contractor Board Master License.
