Overview
Reporting to the Director, Real Estate Services, the Manager, Property Services (Acquisitions and Property Administration) will be responsible for acquisition of interest in land and property to support city projects, disposition of surplus city interest in land, participation in expropriation hearings when necessary, and provision of up to date, reliable and relevant information on a variety of real estate and property related matters.
Examplesof key responsibilities include, but are not limited to:
Negotiate the purchase and sale of property interests for various City Departments to support City projects. This includes the purchase of full ownership interests in land and partial interests in land such as right-of-way and easements, etc.
Negotiate agreements such as licenses and leases from third parties for land or buildings that are required for City purposes.
Negotiate agreements such as licenses and leases to third parties for land or buildings that are owned or controlled by the City.
Contract for appraisals, surveys, environmental and other professional information as necessary to establish appropriate values.
Create and maintain relationships in the real estate community. Keep apprised of real estate values, real estate issues and provide real estate advice to City staff as requested.
Prepare and present reports to Committees and Council as required to complete property transactions.
Assist the Director, Real Estate Services, as required, with division policy and strategy initiatives, along with other real estate initiatives.
Work with the Housing Office as required to complete the real estate services component of the City’s Affordable Housing Strategy.
Excellent analytical, valuation and problem-solving skills.
Demonstrated communication skills (both verbally and written).
Ability to work on multiple projects simultaneously.
Ability to create and maintain relationships with various internal and external stakeholders.
Ability to think strategically, formulate action plans and follow through on matters.
Ability to work independently and within a team environment.
Ability to work cross- departmentally to achieve common goals.
Ability to create and present reports to various groups, including City Council.
Positive and progressive attitude, demonstrating creative spirit.
Experience:
Bachelor’s degree in Business, Finance and/or related fields.
Completion of urban land economics, appraisal and/or right of way programs.
Memberships in RI(BC) and IRWA, and/or SR/WA.
Minimum of 7 years of related experience.
Professional real estate designation is preferred.
Previous municipal real estate experience is an asset.
Duties are primarily performed in an office environment.
