Communications Manager
Anticipated Starting Salary Range: $88,275 - $105,000
Starting Salary Commensurate with Qualifications and Experience
The State Corporation Commissions (SCC) Health Benefit Exchange (HBE or Exchange) Division seeks an experienced Communications Manager interested in a rewarding public service career. This position offers the unique opportunity to join Virginia's state-based health insurance exchange and will join a growing professional team. This newly created Communications Manager position will be responsible for developing, coordinating, and executing public information, media relations, and digital communications strategies that support the Exchange's mission to provide clear, accessible, and accurate information to consumers, stakeholders, and the public.
The candidate selected for this position will ensure timely, consistent, and compliant messaging across all platforms, will support executive leadership with high-stakes communications, and will strengthen public understanding of Virginia's Insurance Marketplace. The Communications Manager will also provide daily people management and guidance to a small team of communications professionals.
Essential functions of the Communications Manager role include, but are not limited to:
- Advising and consulting with the Chief of Marketing Communication and Outreach and the Deputy Director of External Affairs & Policy regarding consumer education, public relations and media.
- Recruiting, training, managing, developing, coaching, and evaluating staff.
- Crafting and disseminating clear, accurate, and compelling content across digital and traditional platforms to promote awareness and engagement.
- Writing, proofreading, and editing content for consumer facing communications.
- Serving as a point of contact for media inquiries; drafting responses, talking points, press releases, and public statements.
- Monitoring news cycles and identifying opportunities for proactive media engagement.
- Supporting crisis communications, issues management, and reputation safeguarding.
- Preparing leadership and subject matter experts for media interviews, briefings, and public events.
- Ensuring all outward-facing communication is timely, accurate, and aligned with state and federal requirements.
- Overseeing day-to-day content planning, development, editing, and publication across the social media channels.
- Developing internal updates and leadership communications to support alignment in messaging across HBE.
- Collaborating with marketing and outreach teams to support alignment across paid and organic channels.
- Developing and implementing various communications strategies for the HBE.
- Performing related work as required.
The Communications Manager position offers a hybrid work schedule (some in-office and telework days each week) as well as a variety of professional development and training opportunities.
