HR Manager, Operations Manager
Defence is seeking a highly capable EL 1 Workforce Manager to join a focused and informed multidisciplinary team at Air Lift Systems Program Office (ALSPO) to lead strategic and operational workforce outcomes that enable the delivery of critical Defence capability. The role has a strong focus on workforce planning, organisational culture, and psychological health and wellbeing, and plays a key role in embedding the principles of the Defence Culture Blueprint to foster a safe, inclusive and high-performing workplace.
This position is based at RAAF Richmond and supports flexible work arrangements. However, due to operational requirements, remote working is not suitable. The role requires a consistent on-site presence in Western Sydney to ensure effective service delivery and stakeholder engagement.

About our TeamALSPO delivers air mobility capabilities that support combat, humanitarian, diplomatic and peacekeeping operations. We provide sustainment services for the C-130J Hercules and C-27J Spartan aircraft, ensuring mission readiness for the Air Force.

Our Ideal CandidateThe ideal candidate will have:
- Sound judgement, professionalism and resilience, with the ability to operate effectively in a complex Defence environment and manage competing priorities
- Proven leadership and people management capability, including supporting performance, wellbeing and development of staff
- Demonstrated ability to communicate clearly and effectively, both verbally and in writing, to provide accurate advice, brief senior leaders and engage stakeholders
- Ability to build and maintain productive working relationships across Defence, the APS and enabling areas
- Demonstrated experience in workforce planning, workforce management or HR-related roles, with the ability to analyse workforce data and develop evidence-based strategies
- Strong understanding of organisational culture, change management, psychological health and wellbeing, and the intent of the Defence Culture Blueprint.
- Proven ability to deliver workforce initiatives that support organisational objectives, capability delivery and cultural uplift
- Knowledge of APS and Defence policies, frameworks and governance, or the ability to rapidly acquire and apply this knowledge
