Anticipated Starting Salary Range: $95,300 - $105,000

Starting Salary Commensurate with Qualifications and Experience

The State Corporation Commission (   or  ission ) seeks a Manager for its Health Rates Section within its Bureau of Insurance (BOI). Examiners in this section of BOI examine health insurance rate filings to ensure compliance with Virginia  laws and regulations and review the actuarial soundness of rates prior to approving or closing the filing. Examples of these filings include Medicare Supplement, excepted benefits, long-term care, and Affordable Care Act (ACA) health and dental rate filings.

The Manager of Health Insurance Rates  primary responsibilities will include overseeing the work of the professionals conducting these examinations and will assist in resolving complex analytical or technical issues.

The Manager of Health Insurance Rates  primary responsibilities will include the following:

Responsibilities
  • Managing the work of BOI  Health Rates section, to include overseeing all health rate filings and managing, training, coaching, developing and evaluating direct reports;
  • Serving as a liaison and conducting discussions with the management or senior leadership of regulated entities regarding rate filings;
  • Serving as the contract administrator for contracts with BOI  consulting actuaries;
  • Coordinating and monitoring the team  workload, including assigning rate filings and related projects;
  • Functioning as a working manager by serving as the primary reviewer for filings;
  • Providing written and oral advice and comment within the SCC on health rates-related issues;
  • Communicating with regulators, the industry, and the general public in response to oral and written requests for information regarding health rates;
  • Participating in the development, drafting, and review of legislation, administrative letters/orders, and other regulatory guidance;
  • Leading and participating in meetings;
  • Participating in National Association of Insurance Commissioners (NAIC) work as needed;
  • And performing related work as required.

This position offers a hybrid work schedule (some telework and some in-office days each week) as well as training and professional development opportunities.

Preferred Qualifications
  • 8 or more years of professional experience in the insurance industry, preferably in health insurance underwriting, premium development, or rating, and roughly 4 years of experience managing professional staff
  • A bachelor’s degree in insurance, business administration, or a related field. Additional related professional experience will be considered in lieu of a bachelor’s degree.
  • Thorough knowledge of insurance terminology, laws, and regulations applicable to the development or regulation of insurance rates and/or insurance underwriting
  • Demonstrates effective communication skills and clearly communicates ideas and decisions both orally and in writing
  • Values the contributions of others and creates a culture where staff is motivated to do their best
  • Ability to effectively manage, coach, develop and train new and existing staff
  • Ability to proactively recommend changes and lead process improvements
  • Ability to manage the analysis of complex records, reports, policies, rates, and existing statutes and regulations in a manner that pays close attention to tight deadlines
  • Ability to manage the identification of violations and recommendation of corrective actions necessary for compliance
  • Ability to establish and maintain effective working relationships with Commission staff, consulting actuaries, industry personnel and other state and federal agencies
