Description

The City of Richmond's Department of Housing & Economic Development is currently seeking a Deputy Department Director that will be responsible for financial management for the Economic and Community Development Portfolio. The Deputy Director will provide direct assistance to the Deputy Chief Administrative Officer of the Economic and Community Development and all five departments within the portfolio. Responsible for the budget, loan management and payment processing, procurement, grants management, and financial management for the Department of Planning and Development Review, the Office of Minority Business Development, the Department of Housing and Community Development, the Office of Sustainability, and the Department of Economic Development.

The responsibilities include managing the HUD entitlement funds, including CDBG, HOPWA, ESG and HOME, Affordable Housing Trust Fund, HB1966 Funds for permitting activities, and all the federal grant funds.

This position is Unclassified and serves at the will of the Appointing Authority. Preference will be provided to internal Economic Development employees.

Duties include but are not limited to
  • Directs, manages, and supervises staff; performs some supervisory duties such as performance evaluations and training; supports managers as needed.
  • Manages, implements, and monitors large scale budgets and processes, determines each staff member's role.
  • Prepares, reviews, edits, and approves various documents, reports, contracts, expenditures, packets, budgets, etc.; ensures proper reporting.
  • Prepares presentations; conducts, attends, and participates in various meetings.
  • Works with various internal and external departments on special assignments or projects; coordinates projects as needed.
Qualifications, Special Certifications And Licenses Minimum Training and Experience
  • Bachelor's Degree in public administration or field directly related to assignment
  • Eight years of progressively responsible related experience that includes significant management and supervisory experience
  • Some positions may have additional specialized requirements
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
Preferred Training and Experience
  • Master’s Degree in public administration, business administration, or field directly related to assignment
  • Ten years of progressively responsible related experience that includes significant management and supervisory experience in an economic development organization
