The State Corporation Commission’s (‘SCC’) Health Benefit Exchange (‘HBE’ or ‘Exchange’) Division seeks an Associate Operations Analyst interested in a rewarding public service career. The Health Benefit Exchange operates Virginia's Insurance Marketplace with a mission to increase access to affordable and reliable health coverage for Virginians who are not insured by their employer, Medicaid, or Medicare. Launched in November 2023, the Marketplace is Virginia's own state-based health insurance marketplace where consumers can shop for, compare, and purchase high-quality and affordable health insurance plans.
As an Associate Operations Analyst, you have the unique opportunity to join a growing and talented professional team. The position works a hybrid schedule, generally 3 days of telework and 2 days in office each week.
Responsibilities of the Associate Operations Analyst will include the following:
- Providing ticket management support and tracking for the SCC internal ticketing system as well as vendor’s ticketing systems to include incidents, enhancements, and defect management
- Utilizing multiple IT service management tools, such as SharePoint, Jira and Ivanti, for complex ticket and case management
- Supporting HBE staff with internal and vendor applications; acting as HBE liaison with the SCC’s IT division; and supporting staff onboarding and offboarding for HBE
- Assisting with monitoring platform performance using Grafana for Virginia Marketplace platform systems and monitoring completion of batch jobs
- Assisting with the creation and maintenance of dashboards and reports to show the operational status of incident, problem, configuration, and change management activities
- Supporting change management processes by assisting in the gathering of suggestions, requirements, and risks
- Producing project artifacts, including meeting notes, mockups, process maps, and data flow diagrams
- Providing status repots and metrics utilizing Microsoft (MS) Word, Excel, PowerPoint, and other tools
- Designing MS SharePoint and Teams sites, pages, and workflows to enhance and automate reviews and approvals
- Supporting planning of day-to-day operations and special events
- Assisting with the development and maintenance of operations processes and job aids
- Scheduling, participating in, and documenting outcomes of various operational meetings; documenting and logging decisions made and needed, action items, and responsible parties
- Assisting with User Acceptance Testing as required
- Performing other duties as required
The Associate Operations Analyst position offers a hybrid work schedule (some in-office and telework days each week) as well as a variety of professional development and training opportunities.
Preferred Qualifications- Some experience working in a professional IT work environment, including some experience working with ticketing systems
- Experience using tools such as Jira, SharePoint, Teams, and Power BI
- Any experience supporting complex applications in a health or health insurance-related environment is a plus
- Ability to plan and adapt quickly in a rapidly changing environment and to help with changes and issues
- Demonstrable organizational, analytical, and problem-solving skills
- Excellent verbal and written communication skills, with the capability to communicate timelines and expectations to technical and business staff
- Knowledge of and ability to manage IT work activities and processes, with the ability to make suggestions for improvements to organizational efficiency and effectiveness
- Ability to multi-task and manage tasks simultaneously
- Proficiency in MS Excel, Word, PowerPoint, and Visio
- A bachelor’s degree in information systems or a related field is preferred but not required
