About the Role:

The Data Analytics and Visualization team is looking to fill a Business Analyst position for the following project:

• Review and assess the existing data sources and data source systems within the agency and identify threats to data validity and reliability.
• Work with the Division of Community Services, the Division of Clinical and Quality Management, the Division of Administration, and stakeholders to identify and develop actionable recommendations that, when implemented, will improve data validity and reliability.
• Increase the department’s ability to attest to the reliability of the data sources, data source systems, and the validity and reliability of the data produced. Current data exists in various data source systems and repositories.
• Familiarize with systems used by the department (e.g., WAMS, CONNECT) and other data sources; gain access to information regarding all data sources and previously developed threat assessment reports.
• As part of the threat assessment process, review data source training materials; conduct subject matter expert and stakeholder interviews; review system training materials; shadow data source users; conduct source system table analysis, review, synthesize and prioritize threats; and develop and present actionable recommendations to mitigate identified threats.
• Note:
  
  Threats to data security will not be assessed as part of this process. Daily check-ins may be required during onboarding and training.

• Minimum five years of BA experience in IT projects; IT software/application project experience required.
• The ideal candidate will have strong analytical, interpersonal, and project management skills, and the ability to build relationships with management, program personnel, and the IT department; must be able to explain complex issues clearly.
• Experience with MS Excel, Power Query, and data warehouse capabilities; experience in analyzing system problems, designing and testing standards and solutions, and evaluating procedures and processes; experience working with structured and unstructured data.

• Minimum educational requirements: a master’s degree in business administration with a concentration in information technology, or a bachelor’s degree in computer and information technology or a related field, and 5 years of related experience.

  • Experience conducting threat or risk assessments – Highly desired, 5 Years
  • Experience working in state government or large public-sector organizations – Highly desired, 5 Years
  • Familiarity with health, behavioral health, or human services data systems – Highly desired, 5 Years
  • Experience validating data used for reporting, performance measures, or compliance – Highly desired, 5 Years
  • SQL – Nice to have, 5 Years
  • Experience supporting system modernization or data improvement initiatives – Highly desired, 5 Years
  • Experience presenting findings to leadership or executive audiences – Highly desired, 5 Years
