Job Description:

The Virginia Community College System (VCCS) invites nominations and applications for the position of Associate Vice Chancellor (AVC) for Human Resources Services. Reporting to the Senior Vice Chancellor for Finance and Operations, the AVC will lead human resource functions and transformation for the system and for the 23 colleges, in alignment with the system’s mission and strategic objectives.
The AVC will lead the development and execution of a comprehensive HR strategy aligned with the system’s strategic priorities. The role oversees workforce planning, organizational development, talent management, policy development, compliance, and employee relations, leveraging data and HR technologies to strengthen decision-making and operational effectiveness. The AVC will lead strategic and transformational One System initiatives and promote a culture of care, accountability, and continuous improvement.
Responsibilities- Guide Human Resources Strategy and Planning: lead data-informed workforce planning and organizational development to proactively address staffing needs and enhance efficiency across the system office and all 23 institutions. Develop and execute a system-wide HR strategy supporting talent acquisition, compensation/classification, learning and talent development, employee relations and compliance programs.

Collaboration:
cultivate partnerships with campus presidents, executive leaders, college CHROs, system office staff, campus faculty and staff; promote shared governance, transparent HR decision-making, and balance system-wide consistency with campus autonomy. Represent the VCCS in external partnerships and consortia. - Lead Talent Acquisition and Development: design and oversee talent acquisition strategies; lead succession planning and leadership development; direct system-wide training and development programs; ensure onboarding, retention, and promotion practices reflect the VCCS mission.
- Develop System-Wide Best Practices: standardize policies, procedures, and technologies across campuses; utilize HR data systems to enhance service delivery, compliance, and strategic decision-making; benchmark practices against higher education and industry standards; foster a continuous improvement culture across employee relations, performance management, benefits administration, and wellness.
- Deliver a Culture of Care: monitor employee climate data; champion efforts to measure and improve the employee experience; develop and deliver training and leadership programs to support a thriving workforce.
The AVC must be a strategic thinker with high energy and the ability to lead across the organization. Key qualifications include substantial progressively responsible HR experience with management in a complex organization. Experience in higher education, executive leadership, CHRO roles, and system-level experience are highly desirable. A master’s degree is required (ideally in human resources management or a related field). HR-related certifications such as PHR, SPHR, SHRM-CP, SHRM-SCP, or CEBS are preferred.
