The City of Richmond is seeking a knowledgeable and collaborative HR Advisor – Health and Safety to provide subject matter expertise and hands‑on support for the City’s occupational health and safety obligations. Reporting to the Manager, Health, Safety and Wellness, this role plays a key part in fostering a safe, compliant, and proactive safety culture across a diverse municipal environment. The Advisor supports day‑to‑day OHS activities by coordinating and maintaining corporate health and safety programs, procedures, administering incident reporting, investigations, and WorkSafeBC claims, and ensuring compliance with the Workers’ Compensation Act and Occupational Health and Safety Regulation.

This includes delivering OHS training and orientations, supporting Joint Health and Safety Committees, conducting risk and hazard assessments, monitoring corrective actions, and implementing site‑specific initiatives to continuously improve workplace safety. Conduct ergonomic or industrial hygiene assessments. Review and implement appropriate corrective measures to identify prevention activities.

Working closely with supervisors, managers, safety representatives, cross‑functional teams, and external partners, the HR Advisor provides practical guidance on investigations, regulatory requirements, and safety best practices. The role involves maintaining accurate corporate OHS records and systems (including the City of Richmond’s internal incident tracking system, IRIS, People Soft, and related platforms), collecting and analyzing safety data to identify trends, preparing reports for stakeholders, and monitoring regulatory changes to ensure City programs remain aligned with evolving legislation.

The Advisor also liaises directly with WorkSafeBC on prevention and claims matters, supports inspections and consultations, and contributes to training strategies that promote awareness, compliance, and employee engagement.

The successful candidate will bring a post‑secondary diploma in a relevant area supplemented by an Occupational Health and Safety Certificate, along with professional credentials such as CPHR and certification or eligibility for CRST and/or CRSP (specialty certifications are an asset). With two to three years of related experience, the ideal candidate demonstrates strong analytical, problem‑solving, and communication skills, along with sound judgement, diplomacy, and a collaborative approach to influencing safe work practices.

This role requires comprehensive knowledge of applicable rules, regulations, policies, procedures, and best practices related to occupational health and safety, including the Workers’ Compensation Act, WorkSafeBC OHS regulations, and claims management. It involves the ability to interpret and compare regulatory requirements, provide practical guidance to address identified needs, and offer effective advice and support to managers, supervisors, employees, and Joint Health and Safety Committee representatives.

The role also requires the capacity to manage multiple priorities under pressure, maintain discretion with confidential information, remain calm in emotionally charged situations, and work independently with minimal supervision.
