Overview
Title: Program Administration Specialist III
Client: DGS-VA - Virginia Department of Medical Assistance Services
Pay rate: $40.00 - 46.00/hr. on W2 without benefits
Duration: 6+ months
Working: 8:00-5:00 (flexible) Lunch period: 12:00-1:00 (flexible)

- The Re-Entry Program Liaison will lead statewide collaboration efforts to expand Medicaid access for justice-involved youth and young adults transitioning from incarceration. Serving as DMAS's primary contact with correctional and behavioral health partners, the Liaison will coordinate stakeholder engagement, policy development, and training initiatives aligned with new federal requirements.
- This role requires strong project management, communication, and technical skills, with travel throughout Virginia to support implementation and conduct site visits. Experience in healthcare policy, juvenile justice, and grant management is preferred.

- Experience coordinating multiple stakeholders, including preparing and giving presentations and/or leading collaborative efforts (work groups, task forces).
- Bachelor's degree or equivalent relevant experience
- Valid Driver's License, clean driving record, and ability to drive and navigate
- Ability to handle sensitive and/or confidential information with discretion; commitment to understand and strictly adhere to all applicable security and confidentiality requirements
- Proficiency with the use of personal computers for business tasks, including the use of Microsoft products (Word, PowerPoint, Outlook, Excel)
- Facility with a variety of virtual meeting platforms
- Considerable professional experience planning and delivering public presentations or training preferred
- Experience with community engagement or outreach work preferred
- Experience with and/or knowledge of Medicaid, Medicare, or health care/insurance policy, programs, or operations preferred
- Experience with and/or knowledge of juvenile justice or other correctional system settings, policies, or programs preferred
- Experience with and/or knowledge of behavioral health and substance use treatment services preferred
- The Re-Entry Program Liaison will lead DMAS's collaboration with correctional system partners, healthcare providers, and other stakeholders to expand access to critical Medicaid health care services during the transition from incarceration to community reentry.
- The Re-Entry Program Liaison will serve as DMAS's point of contact with the Virginia Department of Corrections, the Department of Juvenile Justice, and local and regional jails to support Virginia's implementation of new federal requirements for Medicaid-funded reentry services to eligible youth and young adults.
- S/he will work closely with Medicaid managed care organizations (MCOs), the Department of Behavioral Health and Developmental Services (DBHDS), local Community Services Boards, and community behavioral health providers to develop and implement policies and operational processes to support access to Medicaid services for the justice-involved population.
- Tasks include planning and delivering training and providing technical assistance to partner agencies and stakeholders. This role will require travel throughout the state of Virginia to conduct site visits and meet with representatives of local carceral facilities and local behavioral health providers.
