The City of Richmond Office of the Inspector General is seeking a highly qualified candidate to fill the position of Internal Audit Investigator. The role involves audits, public trust and integrity efforts, agency compliance, and promoting ethical standards. Responsibilities include providing professional and complex auditing and investigation services to City agencies, departments, and programs; planning, coordinating, conducting, and reporting on investigations in accordance with current professional standards;

and providing recommendations to improve City operations. The position also provides professional, independent consulting services to City agencies and departments. The incumbent will report the results of audits, investigations, research, and analyses through reports and presentations, both oral and written.

This position is unclassified and serves at the will of the Appointing Authority.

Duties
  • Conducting criminal and administrative investigations involving fraud, waste, and abuse.
  • Collaborating and cooperating with prosecuting and law enforcement agencies as appropriate.
  • Identifying, investigating, and recommending corrective actions associated with adverse findings arising from investigations.
  • Executing non-administrative authority and responsibilities such as arrest authority, submitting warrants of arrest, and using subpoena powers, as needed or required. May assist in audits and other projects.
  • Summarizing, analyzing, and arranging resulting documentation and other evidence for review by the Inspector General.
  • Determining the sufficiency of evidence gathered and the admissibility of all pertinent data in each case to support criminal or civil action.
  • Conducting complete and thorough interviews with employees, contractors, citizens, etc., to obtain factual statements and leads of suspected fraud, waste, or abuse.
  • Writing reports and presenting evidence for Courts, Administration, and other entities.
Qualifications, Certifications, and Licenses

MINIMUM TRAINING AND

EXPERIENCE:

  • Bachelor's degree in criminal justice, accounting, finance, business, or a related field.
  • Two years of experience in conducting fraud, waste, and abuse investigations.
  • SPECIAL REQUIREMENT:
    The successful candidate will be required to obtain registration as a Special Conservator of the Peace, including required training and certification by the Virginia Department of Criminal Justice pursuant to the Code of Virginia, 6

    VAC
    20-230. This requirement must be completed within 12 months of hire.

Licensing, Certifications, and/or Other Special Requirements

  • Some departments and positions may require or prefer licenses or certifications in area of focus.

Preferred Qualifications

  • Certified Fraud Examiner (CFE) or certification in related fields preferred.
Knowledge, Skills, and Abilities

  • Knowledge of community relations and government processes.
  • Proficiency with Microsoft Office and electronic databases.
  • Familiarity with federal, state, and local laws, rules, regulations, codes, and statutes.
  • Government administration, legislative processes, procurement, finance, and budgeting practices.
  • Policy development, project management, report writing, and data analysis.
  • Coaching and mentoring, communication with internal and external departments, and building effective working relationships.
  • Adaptability, strategic thinking, and the ability to balance conflicting priorities.
