About the Agency

The Virginia Department of Fire Programs serves the citizens of the Commonwealth by enhancing public safety through supplemental funding to local governments, education and training to first responders, fire prevention and life safety education through community risk reduction and statewide fire code enforcement.

About the Position

The VDFP Deputy Division Chief supports the assigned Division Chief with planning, providing oversight, implementing, and managing all aspects of fire services training within their division and oversees division office operations and programmatic delivery. This successful candidate will serve as the Deputy Division Chief within the Special Operations Division providing support for Special Operations statewide. Specifically, this position will be responsible for but not limited to directing all programmatic development and delivery to include budget;

providing overall supervision for VDFP staff; managing VDFP assets (training trailers and props); managing related to both VDFP delivered/supported training and emergency response (field and EOC); and working in close coordination with other VDFP staff members to maintain agency accreditation/certification. The incumbent of this position serves as a subject matter expert and Agency point of contact responsible for establishing and maintaining effective partnerships;

serves as a liaison to local jurisdictions; serves as a liaison to regional, state, federal, and non-government organizations within the state; and provides VDFP stakeholders direct access to the full array of services and assistance offered by VDFP.

This position has a Virginia Emergency Support Team (VEST) assignment and is designated as essential personnel.

The incumbent of this position will serve as a first-level responder during an emergency incident either within the Virginia Emergency Operations Center (VEOC), in a field assignment or in support recovery operations; maintains 24/7/365 situational awareness throughout the state; and serves as an agency spokesperson if needed. Employees Serve as agency Duty Chief as scheduled and may be required to work during emergency situations, such as inclement weather and natural or man-made disasters/events as directed.

This may require irregular work hours, work at locations other than the official duty station, and may also include duties other than those specified in the employee’s official Employee Work Profile/job description.

Minimum Qualifications
  • Considerable experience demonstrating knowledge of fire services management, operations, and training related to Virginia’s fire services.
  • Considerable experience with technical rescue training program delivery and development.
  • Strong working knowledge of Aircraft Rescue Firefighter (ARFF) program delivery and development.
  • Considerable experience with technical rescue incident responses.
  • Strong working knowledge of the ESF-9 functions within a disaster response matrix.
  • Considerable leadership and management experience within Special Operations.
  • Knowledge of adult methods of instruction/learning to include curriculum development, and testing.
  • Experience demonstrating the ability to collaborate, partner, and build rapport with diverse public safety professionals and various stakeholders.
  • Experience demonstrating the ability to plan, assess, and coordinate field training activities in a manner that provides a safe environment for both instructors and students.
  • Considerable experience demonstrating the ability to effectively communicate verbally to provide customer service/technical assistance to all levels of staff/stakeholders as needed and a previous work experience demonstrating the ability to effectively communicate in writing to draft reports and other similar forms of correspondence.
