General Description

This position oversees all phases of emergency management at various campuses and any off-campus locations. This position provides support and collaboration on College-wide emergency management preparation and campus readiness to ensure compliance with Federal and state laws and regulations, as well as College initiatives, policies and procedures.

Duties and Tasks
  • On a 24/7 basis, coordinate response and recovery efforts to campuses before, during and after an incident or planned event. Respond directly to the incident/event as necessary or directed.
  • Serve as a liaison to faculty, staff, and students on assigned campuses, and local governmental agencies, community organizations, or others to explain and provide technical assistance on emergency management program specifics, planning and preparedness, and requirements.
  • Meet with campus/college leadership regularly to ensure open communications on planning and procedures to assure that college employees and organizational units are ready to respond in practical, productive ways to emergencies and to ensure compliance with mandated Federal, state, and college emergency management regulations.
  • Provide review and compliance assurance with emergency management activities including but not limited to Governor’s Executive Orders, Clery Act, College policies and procedures and other related emergency management responsibilities.
  • Coordinate, create and maintain all OEMS planning documents to include the College Continuity of Operations Plan (COOP), the College Emergency Operations Plan (EOP), the College Emergency, Status, and Other Communications Protocols, the Family Assistance Center Plan, and the College Emergency Action Plan (EAP).
  • Work closely with the Emergency Management Coordinator/Trainer to determine compliance, delivery and after‑action reporting. Prepare updates/changes to emergency plans accordingly.
  • Prepare reports of findings and recommendations, as well as justifications for changes, to the Director of OEMS. Represent the College on committees and/or outside groups that further the development of emergency preparedness and planning.
Must be able to pass a fingerprint‑based criminal background check. Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

  • Ability to implement and improve a broad‑based, practical, and effective emergency management program and planning documents.
  • Ability to effectively and appropriately relate, network and communicate with senior executives, Administrative Council, College governance, and College employees at all levels, as well as with external offices and agencies such as the Virginia Department of Emergency Management, local emergency management offices, FEMA, and the Department of Homeland Security.
  • Ability to collect, organize, retain, analyze, and produce information related to emergency management and emergency response.
  • Ability to communicate and work effectively during high stress situations.
  • Ability to make effective presentations to large and small groups.
  • Ability to prepare technical reports.
  • Ability to recognize training, exercise, and planning deficiencies and correct deficiencies in collaboration with other OEMS personnel.
