The City of Richmond, Department of Public Utilities, Gas Division, is seeking a qualified candidate to fill a Management Analyst Senior –Gas OQ Trainer/Auditor position. The incumbent will be responsible for staff training, proctoring, performance evaluations, and regulatory compliance field audits with respect to the related Gas Operator qualification tasks and the current O&M. Richmond Gas Works currently separates the trainer and the compliance inspector into two positions.
It is the intent to utilize our trainers, by taking advantage of their field experience, in a dual role as internal compliance auditors for the field operations. Our current compliance inspector randomly audits approximately 80 individuals. This number is expected to increase. This position is designed to reduce the burden on the current compliance auditor and training team by filling a need for trainers but also taking advantage of trainer downtime to perform internal field audits.
The goal is to minimize the potential for civil penalties, bodily injury, and to increase the reliability of the gas infrastructure, subsequently promoting the public and staff safety.
- Hands‑on training sessions for gas related tasks as required;
- Operator qualification performance examinations and evaluations;
- Random visits to audit new construction sites, Gas Maintenance activities, and any Customer Service activity that involves handling of the gas appurtenances;
- Preparation and submittal of summaries of dispositions, field findings, code compliance summaries, O&M violations, etc.;
- Auditing of the construction inspectors in the performance of their required duties;
- Provide input and collect information and data to support improvements to existing SOP, O&M and best practices as needed.
- Provide input and collect information and data to support improvements to the current Operator Qualification program;
- Support DIMP mitigative strategies for incorrect operations/failure to follow procedure;
- Support validation of implementation of new regulatory changes;
- Support the activities of the Gas OQ Training unit as needed, e.g., destructive testing, and attending/participating in gas public awareness events, etc.
This position is considered an Essential Personnel, which means that the incumbent may be required to work when the city is closed due to public emergencies, critical or hazardous conditions or inclement weather.
Knowledge, Skills and Ability- Knowledge of local, state, and federal codes and regulations regarding gas distribution systems;
- Knowledge of workforce training methods;
- Knowledge of gas system components and materials;
- Oral and written communication skills;
- Proficiency with standard business office software such as Microsoft Word and Excel;
- General knowledge of and some experience with GIS mapping systems;
- Demonstrated ability to supervise others, and manage time effectively;
- Ability to multi‑task, prioritize conflicts, and identify hazardous conditions/situations;
- Ability to create training material and deliver training material in a classroom or hands‑on environment.
- Bachelor’s degree in business or public administration, or field related to assignment;
- Four years of related work experience;
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
