Job DutiesThe Virginia Department of the Treasury is dedicated to serving the Commonwealth by providing excellent financial management and outstanding customer service. The Virginia Department of the Treasury is currently recruiting for a Trust Accounting Assistant Manager. This position plays an integral role in the Commonwealth’s trust accounting function. The Commonwealth’s trust accounting function is extremely complex, monitoring receipts and disbursements and ensuring accuracy for bond and other payment transactions.
This position also primarily oversees the agency accounting functions including the Security for Public Deposits Act (SPDA) and Insurance Collateral programs.
The Trust Accounting Assistant Manager is primarily responsible for assisting with management of the work unit and in particular:
- Coordinating, processing, and reviewing for payment, requisitions submitted for bond reimbursements
- Participating in the development and deployment of an automated requisition processing system
- Preparing essential year‑end financial statements and schedules as needed for inclusion in the Commonwealth’s Annual Report
- Preparing and/or reviewing GASB 40 financial reporting
- Reviewing and analyzing new accounting pronouncements for applicability to our reporting structure and participating in the implementation of any new relevant pronouncements
- Supervision of SPDA and Insurance Collateral programs, including reviewing and approving accounting entries for the programs
- Analyzing agency transactions and reconciliations as well as preparing allocation entries for SPDA and Insurance Collateral
- Preparing Treasury Board wire transactions
- Assisting as backup to the second Trust Accounting Assistant Manager, backup to the review and reconciliation of processed checks, and backup to accounting approvals of the Risk program
- Considerable knowledge of generally accepted accounting principles (GAAP) and general accounting and/or financial reporting experience
- Considerable experience of general accounting and/or financial reporting experience in a government or finance environment
- Working knowledge of preparing annual financial statements
- Ability to apply accounting principles, practices, and procedures using manual and automated systems
- Strong analytical skills and the ability to analyze and evaluate internal controls
- Some supervisory or team leader experience
- Advanced proficiency in Excel and familiarity with Microsoft Office
- Strong verbal and written communication skills; ability to communicate effectively with internal and external customers
- Strong organizational and time management skills
- Ability to perform multiple tasks concurrently with ease and professionalism
The following additional qualifications are preferred but not required:
- A minimum of three years’ governmental accounting experience
- A preferred working knowledge in government financial statements and/or knowledge in the Commonwealth’s Annual Report
- Working knowledge of the Commonwealth’s general ledger accounting system (Cardinal)
