Summary
The U.S. Payroll Tax Compliance Specialist supports the U.S. payroll tax team to deliver on critical payroll activities, including keeping Capital One U.S. payroll tax accounts in good standing, timely and accurate tax setup in the Workday payroll system and ADP Smart Compliance, state/local tax account maintenance, and overall compliance with applicable laws and regulations.
Responsibilities- Supports the team’s critical functions with an emphasis on creating efficiencies through continuous improvement.
- Oversee the maintenance of all state and local tax withholding registrations and employer account numbers.
- Analyze the root cause of escalated tax notices and work with the team to develop corrective action plans; maintain penalty and interest expense at industry‑leading levels.
- Work closely with the tax vendor to ensure all tax account discrepancies are researched, documented, and resolved promptly.
- Establish strong working relationships with internal partners including the corporate tax department, tax audit, and payroll input providers.
- Identify, create, and deliver associate pay‑impact communications due to tax law changes.
- Support the team’s processes to ensure timely and accurate employee tax setup in the payroll system.
- Ability to complete a gross‑to‑net pay calculation outside of the payroll system and explain it to associates with questions about their pay.
- Assists other Capital One HR Partners, as needed, to resolve errors and maintain or update accurate information in the payroll system.
- Assists in year‑end W‑2 preparation, bonus payroll, and equity processing.
- High School Diploma, GED, or equivalent certification.
- At least 2 years’ experience in payroll tax.
- At least 2 years’ experience with Multi‑State payroll (5,000+ employees).
- At least 2 years’ experience with Local Taxes.
- At least 2 years’ experience with Tax Agency Relations.
- Understanding of the gross‑to‑net calculation inclusive of pre/post tax deductions and taxable benefits.
- Strong understanding of end‑to‑end payroll and payroll tax laws and regulations.
- Associate degree.
- Professional certification such as FPC or CPP.
- 5+ years experience in Payroll Tax.
- 5+ years experience with tax agency relations.
- Workday Payroll.
- ADP Smart Compliance.
- Leadership experience.
- Demonstrated customer service skills, attention to detail, and decision‑making skills.
- Accustomed to a fast‑paced environment.
- Strong desire to grow and learn.
- Familiarity with pay and benefit programs.
- Proficient experience working with Google Suite.
- Excellent verbal and written communications.

The minimum and maximum full‑time annual salaries for this role are listed below, by location. Richmond, VA: $78,400 – $89,500 for Sr. HR Associate. Candidates hired in other locations will be subject to the pay range associated with that location, and the actual annualized salary offered will be reflected in the offer letter. This role is also eligible to earn performance‑based incentive compensation, which may include cash bonus(es) and/or long‑term incentives (LTI).
