The Virginia Department of Transportation’s (VDOT) Richmond District, Ashland Residency has an exciting opportunity for an Area Land Use Engineer. You will plan, develop, coordinate and monitor activities of engineers responsible for the technical review, analyses and approval of subdivision and site engineering plans.
Job Description:
Plan, develop, coordinate and monitor activities of engineers responsible for the technical review, analyses and approval of subdivision and site engineering plans. Meet with government officials and staff developers, land use attorneys and other VDOT staff to determine needs and resolve issues concerning engineering soundness of design and impact on the transportation network. Manage and supervise technical staff – Land Use and Permit teams.
Supervise and train professional engineering and technical staff. Plan, develop, coordinate and monitor activities of engineers responsible for the technical review, analyses and approval of engineering activities. Lead projects across functional areas of the department. Provide project management and leadership to include planning, supervising, organizing, monitoring and directing work activities of staff and resources. Coordinate activities with management, stakeholders, customers, and key individuals throughout VDOT.
Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.
Minimum Qualifications:
- Ability to effectively lead and coach professional and technical staff.
- Ability to manage financial resources.
- Degree in Civil Engineering or related field.
- Experience applying knowledge of administrative principles, practices and law related to transportation, land use and development.
- Experience applying knowledge of land development plan reviews, traffic impact studies, and related requirements.
- Experience reflecting knowledge of civil engineering principles and practices as they relate to transportation and highway engineering design.
- Experience reflecting knowledge of transportation planning to include federal, state and local planning and land use regulations, procedures and policies.
- Skill in the use of computers and software applications.
- Skill maneuvering through complex political situations, effectively interacting with employees, citizens, government officials and demonstrating sensitivity to how people and organization’s function.
- Valid Professional Engineer’s license.
- Valid driver’s license.
Additional Considerations:
- Experience in highway, drainage, construction permitting or land development engineering.
- Progressively responsible engineering and land development experience in a diversified transportation program.

Minimum Salary: $95,353 – Maximum Salary: $154,948
