Job DutiesThe Deputy Superintendent of Early Childhood will help design and develop strategy, policy, and implementation plans, as well as track progress against goals in order to help ensure that all Virginia children enter school ready. You will work across agencies, with the Governor’s Office and with stakeholders in the field to brainstorm, plan, and execute in a collaborative and dynamic manner.
Specifically, you will leverage the learnings of multiple programs including Virginia Preschool Initiative, Mixed Delivery, the Child Care Development Block Grant as well as other investments in pre-K, Head Start and child care and determine how to scale and sustain them in early childhood classrooms across the Commonwealth.
The ultimate goal is to build the nation’s pre-eminent birth-to-five early childhood care and education system. You will support the Superintendent of Instruction and Board of Education as they strive to unify state government activities around setting early learning standards, measuring quality, monitoring health and safety, preparing teachers, supporting improvement, and rewarding performance in early childhood, including family child care, child care, Head Start and pre-K.
Finally, you will help build seamless pathways into K-3, including leading efforts around the Virginia Kindergarten Readiness Program, to ensure the sustainability of early childhood investments and gains.
Minimum Qualifications- Extensive knowledge of and experience with early childhood across sectors, including family child care, child care, Head Start and pre-K;
- Comprehensive knowledge of federal, state and local government policies and procedures, and state agency functions;
- Comprehensive knowledge of early childhood quality measurement and improvement, including using input, outcomes and other data to drive systemic improvement across a mixed delivery system;
- Comprehensive knowledge of effective instructional practices, mixed-delivery models and teacher preparation and ongoing professional development for early childhood programs;
- Experience in successfully managing federal and/or state grants;
- Experience in managing and implementing technology and data systems in early childhood;
- Comprehensive knowledge of resource allocations, budgets, and project management;
- Ability to analyze and define problems and apply problem-solving techniques to complex education issues;
- Ability to manage multiple assignments with critical deadlines and to work collaboratively in a team situation;
- Ability to engage with diverse set of stakeholders and use stakeholder input to drive improvement;
- Demonstrated skills in effectively presenting technical and complex information to various audiences; and Demonstrated skill in the use of word processing, spreadsheets, and presentation software.
- Graduation from an accredited college or university with a degree in education or related field; A master’s degree in education with specialization in administration and supervision in elementary/early childhood education is preferred.
- Teaching experience in preK-3 and administrative experience in preK-3 or equivalent education and experience.
