Job SummaryThis role will be filled at either the mid or senior level, depending on experience. Incumbents are responsible for ensuring the effective development and management of engineering and construction related procurement contracts in a cost‑effective and timely manner. Works with supply chain to develop appropriate procurement and materials management strategies. May serve as cross‑functional team leader. Reviews solicitation documents, supports evaluation of proposals, and participates in negotiation of Engineering Procurement Contract (EPC) agreements.
Key Responsibilities- Administer EPC agreements, including billing issue resolution, negotiation and coordination of security deposits, and interpretation of contract language.
- Provide training to construction site employees on contract particulars and contract management.
- Maintain close day‑to‑day contact with personnel at construction sites to monitor contract performance and deviations.
- Review amendments and change orders, coordinate resolution of contractual and technical disagreements between the company and contractors.
- Assist in audit strategies when billing and contract disputes arise.
- Prepare management reports and monitor contract status, performance, and compliance.
- Develop and recommend strategies for ascertaining performance criteria with contracts; monitor progress against milestones.
- Support identification, solicitation, evaluation, and award of bids to suppliers; implement cost improvements for purchased materials and services.
- Communicate with field and project personnel to evaluate compliance with contracts; compile reports for management.
- Construction Contracts Specialist: 3+ years experience dealing with contractors, integrated supplies, and alliance partners; knowledge of purchasing laws and procurement principles; strong negotiation skills.
- Senior Construction Contracts Specialist: 5+ years experience; similar knowledge and advanced negotiation strategies.
- Leadership, excellent verbal and written communication, effective influence and persuasion, strong organizational and decision‑making skills.
- Proficiency in Microsoft Office and analytical, math, and computer skills.
- Knowledge of accounting principles, energy contracts, regulatory methods, rate‑making principles, and procedures.
- Bachelor’s degree in Business or Construction Engineering (preferred).
- Experience with energy contracts and negotiations.
