The City of Richmond’s Department of Public Utilities is seeking a Management Analyst, Senior to support day-to-day departmental operations with a primary focus on senior-level procurement and contract management. This position is responsible for overseeing financial management functions, including budget monitoring, account reconciliation, and the development and distribution of budget and financial reports.
The role manages procurement activities, ensures compliance with applicable policies and regulations, and supports contract administration processes. This position is essential to maintaining operational efficiency, fiscal accountability, and financial accuracy within the department.
Responsibilities- Administer and manage contracts from initiation through closeout to ensure compliance with City policies, procurement regulations, and contractual terms.
- Monitor contract performance, deliverables, timelines, and expenditures to ensure adherence to scope, budget, and service requirements.
- Review contract language to ensure clarity, accuracy, and alignment with operational, financial, and regulatory requirements.
- Coordinate contract amendments, renewals, extensions, and closeouts in accordance with established procurement procedures.
- Track contract funding, payment schedules, and expiration dates to prevent service interruptions and lapses in coverage.
- Ensure contractor compliance with applicable federal, state, and local regulations, including documentation and reporting requirements.
- Serve as a point of contact for vendors regarding contract terms, invoicing, and performance-related questions.
- Maintain accurate and complete contract files, records, and documentation in compliance with records retention policies.
- Support audits and reviews by providing contract documentation, financial records, and compliance verification as requested.
- Analyze contract data to identify risks, cost efficiencies, and opportunities for process improvement.
- Bachelor's degree in business or public administration, or field related to assignment
- Four years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

- Virginia Contracting Associate Officer (VCA) certification
