Position Description

The City of Richmond Department of Public Utilities – Richmond Gas Works is seeking a qualified candidate for the position of Code Enforcement Inspector – Digital As-builting within the Corrosion Compliance Group. This critical position supports regulatory compliance and public safety by ensuring the accuracy, consistency, and regulatory compliance of all digital as-built records. The selected candidate will play a key role in enforcing standards, maintaining digital records, supporting GIS integration, and mitigating safety risks.

This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.

Duties
  • Enforce compliance with industry standards for digital as-built documentation
  • Validate and verify field data to ensure accurate and compliant GIS and asset management records
  • Collaborate with contractors, field staff, and internal teams to address documentation deficiencies and locating issues
  • Assist with transitioning paper records to digital systems, ensuring proper metadata and format
  • Locating and as-builting gas facilities creating accessible digital records
  • Provide guidance and training on digital compliance tools and procedures
  • Identify and correct documentation gaps or inconsistencies
  • Assist with GIS integration for enhanced data accessibility and long-term asset tracking
  • Maintain Operator Qualifications on all covered tasks
Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE
  • High School Diploma or equivalent
  • Three years of experience in area of assignment
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
PREFERRED QUALIFICATIONS
  • Five years’ experience in locating utilities, as-builting, or compliance-related roles
  • Familiarity with GIS systems (e.g., ArcGIS or similar)
  • Strong understanding of federal and state regulations related to utility infrastructure
  • Ability to analyze and validate technical field data
  • Knowledge of digital compliance documentation practices
  • Proficiency in GIS software and Microsoft Office Suite
  • Attention to detail and ability to enforce standards with consistency
  • Experience in locating gas facilities
  • Strong analytical, organizational, and communication skills
  • Ability to multitask and manage priorities in a deadline-driven environment
  • Familiarity with utility operations, and damage prevention protocols
Licensing, Certifications, and/or Other

Special Requirements
  • Valid Driver s License with satisfactory driving record and a valid Commonwealth of Virginia Driver s License within 30 days of hire
  • Completion of a General and Residential Code Inspection certification in area of assignment within one year of hire date
  • Certification may include one of the following Virginia Department of Housing and Community Development certifications:
    Building General and Building Residential Inspector, Electrical General and Electrical Residential Inspector, Mechanical General and Mechanical Residential Inspector, Plumbing General and Plumbing Residential Inspector, Fire Protection General Inspector and Elevator General Inspector
Knowledge, Skills, and Abilities

Knowledge of Federal, state, and local regulations related to pipeline safety and infrastructure compliance (e.g., PHMSA Part 192, SCC).
