About The Role
The Enterprise Sourcing team within Supply Chain Management is seeking an Enterprise Sourcing Specialist (ESS) to be responsible for the sourcing and execution of enterprise sourcing and contracts for IT solutions, goods and services.
This position assists customers in identifying how to solve IT business problems and facilitates the evaluation, negotiation, and selection of solutions that provide the best value to the Commonwealth and align with the Virginia Public Procurement Act (VPPA). The ESS leads the development of requests for information (RFI) and requests for proposal (RFP) documents, evaluates supplier responses and proposals, negotiates complex contracts, and executes contract awards.
The ESS serves on cross‑functional sourcing teams, supports the development of IT infrastructure sourcing strategy through proactive market research and data and trend analysis, and collaborates with commercial contract managers, client service owners, financial analysts, the Multi Services Integrator, and other stakeholders to continually improve sourcing and market engagement processes.

- Bachelor’s degree in business, information systems, compliance, legal, or related field – preferred
- State or local VA state agency procurement experience – desired (10+ years)
