General Definition of Work

Performs complex administrative work coordinating the operations and assigned staff of the City’s Industrial Pretreatment Program and Laboratory Department, issuing permits, preparing and sending out violation notices, maintaining and updating department files, and related work as apparent or assigned. Work is performed under the general direction of the Director of Sanitation. Continuous supervision is exercised over WWTP Lab Technicians, WWTP Lead Lab Technician, Pretreatment Technician, Pretreatment/WW/MS4 Field Technician and MS4/Lab/Operations Laborer.

Responsibilities
  • Oversees and coordinates the operations of the City’s Industrial Pretreatment Program; trains employees on program processes and procedures and ensures compliance.
  • Prepares industrial discharge permits and monthly discharge reports; monitors and samples discharges; collects data; conducts surveys; performs IU plant inspections; ensures compliance with legal requirements; maintains accurate and organized files; prepares and submits various reports to regulatory agencies as required.
  • Monitors, maintains, and ensures operations of the Districts wastewater laboratory and its laboratory personnel are in compliance with the Clean Water Act and NPDES permit; schedules employees and distributes work assignments; evaluates employee performance; recommends disciplinary action and corrective instruction as necessary.
  • Periodically reviews pretreatment rules and regulations to ensure that the City’s SUO/ERP remain current with applicable federal and state standards; assists in writing and modifying City of Richmond environmental ordinances.
  • Prepares and administers annual budget for Industrial Pretreatment Program and the wastewater laboratory.
  • Establishes a monitoring schedule and evaluates test results.
  • Maintains and updates department files; prepares and submits required reports.
  • Investigates illegal discharges to sewer systems from commercial and industrial sources.
  • Performs chemical analysis; assists with laboratory operations as needed.
Knowledge,

Skills and Abilities
  • Comprehensive knowledge of chemical principles, terminology, techniques, equipment and laboratory tests pertaining to analysis of water and wastewater samples; comprehensive knowledge of and ability to comply with EPA, IDEM and other applicable federal, state and local rules and regulations governing safety, water quality, wastewater plants and industrial pretreatment programs; comprehensive knowledge of the processes and treatment stages involved in water and wastewater treatment;

    comprehensive knowledge of modern chemical laboratory procedures, techniques and equipment and skill in their use; comprehensive knowledge local, State, and Federal laws and regulations pertaining to the department; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; skill in the use of hand and power tools; skill in the use and operation of assigned equipment and vehicles;

    ability to use laboratory and related equipment and to compute and record test results; ability to perform research work on problems of a chemical nature; ability to prepare clear and accurate scientific reports including suitable graphic representations; ability to plan and supervise the work of subordinates; ability to establish and maintain effective working relationships with coworkers, supervisors, and the general public.
Education and Experience

Bachelor's degree in biology, chemistry, natural science, or related field and extensive experience with wastewater treatment plant operations, collection systems, chemical analysis techniques and methods, regulatory sciences or equivalent combination of education and experience.

Physical Requirements

This work requires the occasional exertion of up to 25 pounds of force; work frequently standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel, climbing or balancing, pushing or pulling and repetitive motions and occasionally requires stooping, kneeling, crouching or crawling, reaching with hands and arms and tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly;

hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm’s length, operating motor vehicles or equipment and observing general surroundings and activities;

work frequently requires exposure to fumes or airborne particles, exposure to outdoor weather…
