ABOUT THE POSITION

The Director, Program Standards and Assessments works closely with government, industry bodies, unions, training institutions, instructors, employers, trainees, other Skilled

Trades

BC departments, and Canadian jurisdictions to ensure that Skilled

Trades

BC fulfills its program standards mandate.

The position advises other Skilled

Trades

BC staff, the COO and at times the CEO and the Board of Directors on policy matters and issues related to Skilled

Trades

BC program standards, ensuring and promoting the integrity of systems and processes.

The Director is responsible for Skilled

Trades

BC’s assessment and certification mandate by ensuring the fairness, validity, accessibility, and security of tools, as well as managing the processes and protocols required to administer exams and other assessments.

RESPONSIBILITIES/ACCOUNTABILITIES

Program Standards

Works with the Manager of Program Standards and the entire team to ensure Skilled

Trades

BC discharges its mandate.

Meets established goals, measures and targets in the development of clearly specified program standard elements for all trades in B.C.

Ensure that B.C. fulfills its responsibilities under the Inter-Provincial Red Seal Program and fully participates in activities supporting the national Red Seal Program.

Oversee quality assurance initiatives for Program Standards.

Assessments:

Oversees exam and challenge assessment administration working with the Manager of Assessments

Reviews and analyzes assessment results to inform, recommend and implement updates to assessment-related policies, procedures and materials

Report on assessment-related service standards

Responsible for the implementation and maintenance of a psychometric review process that can effectively evaluate the eligibility and validity of all Skilled

Trades

BC examinations and assessment tools

Oversee the security and control procedures for all assessment materials and tools including

Stakeholder Engagement:

Consult with stakeholders and stakeholder groups in the development of programs, policy and options where appropriate.

Negotiate and manage service agreements and contracts related to assessment (Service BC, BC Mail, approved assessment agencies and consultants, etc.).

Represent Skilled

Trades

BC in development, funding and management of program-related learning resources, coordinating within internal and system stakeholders as necessary.

Oversee and audits proper invigilation in compliance with board policy.

Represents Skilled

Trades

BC on external and internal committees, as required.

Project Management:

Ensure that projects are effectively deployed and managed in a manner that best meets corporate priorities.

Oversees Program Standards internal quality assurance process.

Works in collaboration with the leadership team to ensure program standards fit and meet the needs of the apprenticeship and trade qualifier pathways and addresses any impacts on other internal departments as a result of program or system changes.

Works with the leadership team to establish and grow corporate processes that are aligned with strategic priorities and other resource constraints.

Ensure adoption of project management best practices within the team and encourage deployment across the organization.

Oversee the development and management of departmental budgets and work with other members of the Leadership team to ensure effective use and deployment of resources.

Leads and provides overall direction to the members of the program standards and assessment teams, including staff development and training.

Build effective succession plan for self and managers as well as ensure development plans for team.

Inspires and holds team members accountable for their contributions to the strategic goals and priorities of Skilled

Trades

BC.
