Position: Project Manager - Operations (LIEC)

LIEC is committed to providing efficient energy services for space heating, cooling and domestic hot water, providing reliable, resilient local energy, and operating and maintaining low carbon energy systems.

Reporting to the Senior Project Manager, Operations and Business Development, the Project Manager’s (Operations) primary responsibility will be to oversee the operations and maintenance of LIEC’s district energy systems. This position will also independently manage small plant upgrades and other minor capital projects to support the expansion of existing district energy systems. Examples of key duties for this position include:

  • Prepare operating and maintenance budgets and make recommendations to senior staff.
  • Manage, administer and oversee operating partners and contractors to ensure the operation and maintenance of LIEC’s district energy systems is carried out as per the contracts and agreements.
  • Provide customer support and liaise with operating partners and contractors during service calls including emergency service responses.
  • Provide recommendations, technical information and evaluations relating to operations of district energy infrastructure to management based on standard industry practice.
  • Manage, administer and oversee minor district energy upgrade projects.
  • Manage permit application reviews and legal agreement execution.
  • Coordinate with developers, developers’ design teams, LIEC consultants and LIEC partners on the preparation of concept designs, feasibility analysis and financial models for district energy projects.
  • Provide support to senior staff and management with the negotiation of various agreements (i.e. memorandums of understanding, infrastructure, partnership and asset transfer agreements).
  • Work with finance team in preparing, tendering, and awarding RFP’s and contracts, soliciting expression of interests, planning and managing budgets, reviewing customer rates, managing customer reporting and billing.
  • Provide recommendations, technical information and evaluations relating to constructing district energy infrastructure and project feasibility to management and stakeholders, based on Master Municipal Construction Documents (Platinum Edition), Canadian Construction Documents.
  • Committee documents, LIEC District Energy Guidelines and standard industry practice.
  • Communicate, liaise, and direct the work of all relevant internal and external stakeholders and customers.
Education and Experience

University Degree in Engineering or Applied Science, with registration in the relevant professional association in British Columbia, plus minimum of 2 – 5 years of experience in district energy operations and/or facilities management. An equivalent combination of education and experience on utility or large facility operations would also be considered. Experience in a municipal environment would be desirable.

Knowledge,

Skills and Abilities
  • Strong knowledge and expertise in the operations, maintenance and construction of district energy systems or large commercial/industrial facilities is desirable
  • Experience in preparing and/or reviewing operating and capital budgets and making recommendations to senior staff
  • Demonstrated experience with, ability in, and knowledge of project management, contract management, and negotiations for capital projects of varying type, size and complexity. Duties span the full project lifecycle, from preparing needs analyses and developing scope and schedules, to assisting with procurement, to detailed tracking of progress and forecasting final costs, to project close-out
  • Ability to make recommendations on alternate designs, differing material or methods, and choice of professionals for projects to ensure efficient use of resources
  • Technical skills in utility, municipal and/or building engineering; knowledge of relevant construction techniques
  • Knowledge of contract law and other regulatory and contract management risks and issues
