Overview
Develop and maintain Emergency Preparedness (EP) programs to support Energy Northwest’s operational requirements. Support the Emergency Preparedness (EP) function by developing and conducting Emergency Response Organization (ERO) training drills/exercises and maintaining a cordial interface with internal and external organizations. Establish and maintain response capability by planning and coordinating internal and external resources and mutual aid agreements with local agencies. Considered a Subject Matter Expert (SME) in an assigned center or EP program element.
PrincipalAccountabilities
Develop and maintain Emergency Preparedness (EP) programs to support Energy Northwest’s operational requirements through the establishment of policies that assure the Emergency Response Organization effectively responds to station emergencies to protect the health and safety of the station personnel and the public, consistent with operational needs, Energy Northwest strategic objectives, budget restraints, and meets or exceeds industry standards and federal and state regulations.
Develop, coordinate, and conduct emergency drills and exercises in accordance with Energy Northwest, Oregon, and Washington states, and participating county and federal requirements including controller/evaluator duties in area of responsibility. Ensure individual and organizational improvement areas are identified through a thorough critique process. Implement actions as required to improve performance.
Develop and conduct initial and advanced emergency preparedness training for assigned areas of responsibility, including the development of training materials consistent with a Systematic Approach to Training (SAT).
Interact with industry counterparts to maintain industry best practices perspective including electronic benchmarking, monthly phone calls, and participating in industry workshops and as a peer during industry drills and exercises.
Interact and coordinate with off-site agencies to facilitate their support of the Energy Northwest ERO function and the off-site agency’s emergency preparedness mission related to Columbia Generating Station (CGS).
Maintain EP Station, Regulatory, and USA performance indicators by obtaining the required data, performing data analysis, evaluating impact, and developing communications plans and plans for improvement.
Conduct emergency drills and exercises as a controller/evaluator for emergency centers. Ensure individual and organizational improvement areas are identified using a thorough critique process. Implement actions as required to improve performance.
Perform assigned EP functions (e.g., emergency center readiness evaluations, on-call emergency planner duties, self-assessments, and benchmarking activities).
Perform administrative functions which may include addressing and managing corrective action process assignments and maintaining EP-related documents and facilities in a current state of readiness.
Incumbents may be assigned specific areas of focus that will result in varying time allocations.
Required Education And Experience Emergency Planner III- Requires a Master’s degree in a Business Administration, Physical Science, Emergency Management, or Engineering related field from an accredited college or university and twelve years of experience in one or more of the following areas: nuclear plant operations, operations training, engineering, health physics, nuclear security leadership or emergency preparedness;
- OR a Bachelor’s degree in a Business Administration, Physical Science, Emergency Management, or Engineering related field from an accredited college or university and fourteen years of experience in one or more of the following areas: nuclear plant operations, operations training, engineering, health physics, nuclear security leadership or emergency preparedness;
- OR an Associate’s degree in a training, emergency management, or technical field from an accredited college or university and sixteen years of experience in one or more of the following areas: nuclear plant operations, operations training, engineering, health physics, nuclear security leadership or emergency preparedness;
