Position: Building Engineer 1 - Automation and Controls

Overview

At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our directorates related to Mission Support & Operations include Office of General Counsel, Business Services, Communications and External Engagement, Operational Systems, Communications and Information Technology, and Performance Management.

The Operational Systems Directorate (OSD) leads delivery of PNNL’s 10-year, $1.2 billion campus construction portfolio— the single largest construction and modernization effort in the Laboratory’s history. OSD oversees operations and facility services, maintenance, and infrastructure planning. A team of nearly 800 staff comprise OSD, spanning in a wide range of disciplines, including craftspeople, engineers, construction professionals, technicians, scientists, administrators, and specialists.

Together, they ensure that PNNL’s assets, services, and OSD-led programs are managed and performing safely, securely, reliably, effectively, and efficiently.

The directorate stewards more than $250 million in annual budget authority; managing more than 2.5 million square feet of facility space across two campuses; overseeing approximately 200 regulatory program areas; and executing a multi-million-dollar facility and infrastructure project portfolio.

The Facilities & Infrastructure Operations (F&I) Division is responsible for operating and maintaining PNNL’s buildings, grounds, and utilities. The F&I team includes plant engineering, fabrication, craft services, duplicating and mail services, facility program support, relocations, and receiving. F&I is home to approximately 363 staff including more than 250 bargaining unit (union) staff.

Responsibilities The candidate must demonstrate the ability to perform application (high-level software) programming on Building Automation System (BAS) networked systems and translate strategy into specific goals and objectives;

work on complex problems and provide innovative solutions; and develop positive working relationships with multiple stakeholders.

Other responsibilities include:

  • Responsible for the operations and management of the Facilities Management Controls System (FMCS). The FMCS is a network of facility system controllers with both embedded software routines as well as configurable software code, downloaded from remote or directly connected workstations.
  • Plan, design, and oversee the reconfiguration, maintenance, operation and alteration of the BAS. Gathers and reviews data concerning facility or equipment specifications, company or other regulatory requirements, expected completion date, and construction feasibility.
  • Coordinate with internal and external architecture/engineering organizations in developing design criteria and preparing layout and detail drawings. Reviews and provides strategic input for construction and facilities upgrades. Defines options or approaches for system, processes, facility facility-related improvements in terms of safety, performance, and facility efficiency.
  • Responsible for facility BAS program requirements and implementation to ensure facility systems and component reliability. Determine requirements for facility BAS spare parts inventories in support of facility capabilities. Supports the development of annual and out-year facility operation and maintenance budgets.
  • Responsible for the efficient operation of facility systems to meet environmental, safety, and occupant mission needs. Specifies requirements for procurement of replacement equipment and performance. Responds to facility upset conditions and events that impact the facility. Integrates Facility sustainability operational considerations in support of DOE and Laboratory goals.
  • Monitor and provide configuration control of various building environment systems to include HVAC and lighting, electrical, effluent monitoring, water treatment, vacuum, supply/exhaust airflow, chilled and hot water, steam, and pumps, in an effort to achieve energy saving capabilities.
