Position: Safety and Environment Technical Consultant [PR0114C]

Job Description

Safety and Environment Technical Consultant - GSSC (Full-Time) to support an engagement for the US Dept. of Energy (DOE) Hanford. Preferred candidates have relevant Government, Public Sector and Infrastructure (Nuclear and Environmental) Sector experience. This position is located in the CONUS - Northwest Region.

Responsibilities
  • Provide strategic solutions to emerging project challenges such as ongoing maturation of the contractor’s Air Operating and Dangerous Waste Programs and interfaces between Tank Farms (TF), Waste Treatment and Immobilization Plant (WTP) and AMSE.
  • Complete critical assessments of the contractor’s Air Operating and Dangerous Waste Programs as required to start-up and commission the Direct Feed of Low-Activity Waste (DFLAW) facility.
  • Coordinate environmental oversight activities with DOE organizations and disciplines to ensure the necessary interfaces are in place.
  • Perform regulatory and programmatic reviews for adequacy and reliability; ensure compliance with established criteria and sound engineering principles; identify omissions, discrepancies, inadequacies, and nonconformance with approved criteria.
  • Utilize project management skills to support ECD’s ability to support the DFLAW integrated operational schedule; implement effective environmental/regulatory risk mitigation strategies; assess cost and schedule impacts due to environmental non-compliance issues; evaluate adequacy/implement ability of procedures for implementing the approved permit conditions; and identify areas for improvements in the contractors’ permit management, environmental compliance programs, and readiness activities.
  • Coordinate and perform ECD oversight activities to achieve readiness and start-up the DFLAW project; evaluate the contractor’s Air Operating and Dangerous Waste Programs and adherence to permitting conditions.
  • Document oversight results within the Integrated Contractor Assurance (iCAS) database.
  • Brief AMSE, AMTF and AMWTP management and Core Requirement owners on oversight results, technical issues, options for resolution, and facilitate decision-making.
  • Prepare weekly and monthly reports documenting the effectiveness of AMSE’s oversight of the contractors’ environmental compliance and regulatory permitting activities.
  • Maintain a regulatory correspondence log to track, manage and complete ECD actions and activities.
  • Follow-up on AMSE issues, adverse conditions, and other areas of concern.
  • Participate in weekly coordination meetings and on Integrated Project Teams (IPT).

Note: Environmental Compliance (DOE Hanford) related responsibilities and expectations are defined by the project scope and SOW.

Qualifications

The Safety and Environment Technical Consultant - GSSC shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, must be able to use a computer to communicate via email and be proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools.

Education – BS/BA degree in engineering, science, or business management.

Experience

  • Ten (10) years of directly applicable successful experience consulting or contributing on complex projects, including providing strategic, management, technical, or business assistance to significant projects or programs in a senior capacity and/or as a consultant.
  • Highly experienced in Environmental Compliance, regulatory implementation, and permitting activities.
  • Familiarity with Safety and Health, Quality Assurance and Nuclear Safety related controls and requirements (preferred).
  • Expert writing skills, with experience in analysis, tracking, monitoring, assessment, review, and coordination.
  • Excellent verbal and written communication skills.
  • Proficient with Microsoft Office Tools (MS Word, Excel, PowerPoint, Publisher, and Adobe).
  • Working knowledge of DOE environmental and regulatory policies and procedures (preferred).
  • Working knowledge of Hanford Site mission, activities and priorities (preferred).
  • Working knowledge of DOE program and project management practices, policies, and procedures (preferred).
  • Ability to identify conflicts of interest with Hanford Site contractors.
