Overview
At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget.
Our directorates related to Mission Support & Operations include Office of General Counsel, Business Services, Communications and External Engagement, Operational Systems, Communications and Information Technology, and Performance Management.
The Operational Systems Directorate (OSD) leads delivery of PNNL's 10-year, $1.2 billion campus construction portfolio- the single largest construction and modernization effort in the Laboratory's history. OSD oversees operations and facility services, maintenance, and infrastructure planning.
A team of nearly 800 staff comprise OSD, spanning in a wide range of disciplines, including craftspeople, engineers, construction professionals, technicians, scientists, administrators, and specialists. Together, they ensure that PNNL's assets, services, and OSD-led programs are managed and performing safely, securely, reliably, effectively, and efficiently.
The directorate stewards more than $250 million in annual budget authority; managing more than 2.5 million square feet of facility space across two campuses; overseeing approximately 200 regulatory program areas; and executing a multi-million-dollar facility and infrastructure project portfolio.
The Project Integration and Execution (PI&E) Division delivers mission-ready projects from concept inception through readiness and beneficial use in support of the forward-looking PNNL campus strategy, emerging research needs, and the ongoing investments in modernizing and maintaining PNNL's existing facilities, utilities, and infrastructure. PI&E excels in actualizing projects that maximize safety, functionality, and reliability, while optimizing the efficiency, sustainability, and life-cycle operating costs of PNNL facility and infrastructure capabilities to enable a mission ready world-class research and development campus for the Department of Energy.
Responsibilities
The Project Integration & Execution (PIE) Division delivers mission-ready projects from concept through beneficial use, supporting PNNL's Campus Strategy, emerging research needs, and modernization of facilities, utilities, and infrastructure. PIE manages projects from campus development planning through execution, ensuring safety, functionality, and reliability while optimizing efficiency, sustainability, and life-cycle costs to maintain a world-class research campus for the Department of Energy.
PNNL seeks an experienced Construction Manager (Level
4) to lead construction and integration activities for a Hazard Category 2 nonreactor nuclear facility and other complex mission projects. The ideal candidate brings senior-level construction management expertise and experience with ASME NQA-1 quality requirements and nuclear facility work standards.
* Responsible for planning, directing, and coordinating activities pertaining to building and facilities construction projects.
* Maintains strong linkages with facility operations, building occupants, and other functional support organizations.
* Supports preparation of cost estimates, functional studies, construction plans, and schedules.
* Supports contract negotiations and project assessment.
* Ensures that construction work is properly inspected and that an acceptable level of quality assurance is maintained.
* Ensures projects are completed according to project plans.
* Reviews design drawings for constructability, completeness, and accuracy prior to release for construction.
* Ensures that the project package is in order and that all necessary paperwork, permits, reviews, pre-job briefings and approvals are completed prior to the start of construction.
* Monitors construction project safety, seeks prompt resolution of unsafe conditions at the construction work site, and possesses working knowledge of OSHA / WISHA.
* Deliver projects safely, on schedule, within budget, and in compliance with design documents.
* Plan, direct, and coordinate complex construction, utility, and demolition projects.
* Manage permitting processes (e.g., Hot Work, Excavation, Confined Space).
* Ensure quality through inspections and adherence to standards.
* Review design packages for constructability and accuracy prior to release.
* Provide innovative, practical solutions to complex problems using industry standards and sound judgment.
* Mentor team members and manage personal workload independently with minimal oversight.
Qualifications
Minimum Qualifications:
* BS/BA and 7+ years of construction leadership experience (e.g., foreman, superintendent, construction/field engineer, construction manager, etc.)
