Fraser is a Certified Community Behavioral Health Clinic (CCBHC). This certification supports accelerated access to treatment and culturally responsive, whole-person care, with dedicated care coordinators.

Chief Legal and Compliance Officer will oversee all legal, regulatory, and compliance matters and advise the organization on legal issues involving state and federal regulations.

Qualifications
  • Juris Doctor degree required.
  • 3-5 years legal practice experience.
  • Licensed to practice law in Minnesota.
  • Experience in a non-profit or healthcare-related organization preferred.
  • Experience with nonprofit legal principles, tax-exempt law, and charitable giving a plus.
  • Valid Minnesota Driver’s License required.
  • Current knowledge of state and federal laws; knowledge of regulations 245A, 245D, 245G, 245I preferred.
  • Knowledge of healthcare and public sector administration and regulatory law.
  • Knowledge of Medicaid and Medicare rules and regulations.
  • Negotiation and conflict management and collaboration skills preferred.
  • Ability to conduct successful compliance audits required.
  • Previous supervisory experience with success in managing employee relations preferred.
  • Fluency in English, including verbal and written communication with internal and external contacts.
Responsibilities
  • Oversee all legal, regulatory, and compliance matters and advise on legal issues involving regulations and state and federal law. Include analysis of legislation and contract changes.
  • Protect Fraser by overseeing the compliance program and ensuring adherence to policies, procedures, standards of conduct, and applicable rules and regulations.
  • Serve as a partner to programs and operations, overseeing compliance with federal and state regulations, government contracts, third-party contracts, and tax-exempt governance laws.
  • Develop audits, policies, procedures, and standards of practice; provide counsel to leadership and staff based on legal interpretation.
  • Coordinate and monitor matters assigned to outside counsel.

  • $145,000 - $155,000
