The COO serves as the company’s operational and growth integrator — responsible for leading all program delivery, ensuring profitability, and driving scalable growth across both DoD and Federal Civilian portfolios. Reporting directly to the CEO, this role is the second‑in‑command, accountable for operational excellence, execution discipline, and enabling the company’s evolution toward $80M+ revenue with 50% unrestricted contracts.
Scope and Responsibilities Operational Leadership- Lead all program delivery and execution across Civilian and DoD portfolios, ensuring alignment with corporate goals, contract performance, and profitability targets.
- Drive operational integration across programs, standardizing delivery methodologies, tools, and performance metrics.
- Evaluate and modernize organizational structure to sustain efficient growth and optimize indirect cost management.
- Oversee the Technology and Innovation Directorate to develop innovative offerings and differentiators for the business.
- Oversee and drive corporate growth outcomes with the CGO, focusing on strategic growth architecture (contract vehicle strategy, scalability, customer diversification, M&A readiness).
- Partner with CGO and CEO to develop growth roadmaps and ensure delivery operations position the company competitively for full & open pursuits.
- Translate customer performance into expansion opportunities, ensuring delivery teams actively shape future task orders, recompetes, and scope expansions.
- Identify and build technology differentiators and solution offerings to enable successful pursuit of unrestricted opportunities.
- Maintain P&L responsibility for all delivery portfolios; monitor gross margin performance and operational KPIs.
- Partner with CFO to ensure effective forecasting, pricing discipline, and cost optimization.
- Develop performance dashboards that provide CEO‑level visibility into operational health, risk, and growth capacity.
- Directly manage Civilian and DoD SVPs as well as CGO. Directly manage the Technology & Innovation Director.
- Build a high‑performance culture centered on accountability, transparency, and execution excellence.
- Serve as a key member of the executive leadership team, working closely with the CEO and CFO on strategic initiatives, investor engagement, and long‑term value creation.
- Act as the right hand to the CEO in the near term — ensuring strategy translates into execution — and evolve into a peer leader driving independent operations.
- Minimum 15 years of leadership experience in federal government contracting, with at least 5 years at the executive level.
- Proven record of P&L ownership and operational leadership in a firm between $50M and $200M in annual revenue.
- Experience overseeing both DoD and Federal Civilian contracts, with deep understanding of FAR/DFAR, IDIQ/MAC management, and pricing strategies.
- Strong partnership with BD/CGO leadership — translating strategy into executable growth plans.
- Familiarity with CMMI, ISO 9001, ISO 20000, and NIST 800‑171/FISMA delivery environments.
- MBA or equivalent business leadership education.
- Prior experience in M&A integration, private equity‑backed environments, or corporate restructuring.
- Knowledge of cybersecurity, zero trust, or IT modernization program delivery (conceptual fluency, not technical depth).
