Description

The Government Services and Solutions Business Area within the Health and Services Sector of Leidos has an opening for a Capture Manager responsible for securing existing and new business opportunities in NASA and associated commercial markets. This role requires an ethical approach to winning, successful capture experience within NASA and/or DoD space markets, comprehensive business acumen, technical execution experience, resourceful project management skills to manage and close captures, and internal/external customer relations orientation.

The position will report to the Director of Capture Management for the Government Services and Solutions Business Area.

The successful candidate assumes responsibility for developing and executing the overall capture strategy for an approved pursuit. Duties include collaborating with business leads to orchestrate all aspects of the bid strategy including cost/price strategy and position to win, providing oversight of the development of all proposal volumes, creating capture teams, overseeing proposal development, and fostering a culture of ethical winning.

The successful candidate is also responsible for assembling and managing the capture team to successful contract bids and wins, contacting existing clients and partners, communicating the organization’s core capabilities, establishing internal and external teaming, and effectively shepherding new business funds as part of the Capture Manager’s responsibilities.

Additional responsibilities include:

  • Developing (with technical and SME support) solutions for assigned opportunities; managing relationships with partners and corporate staff for proposed solution development; participating in business planning activities, including periodic pipeline reviews, operating plan development, bid agenda development, opportunity gate reviews, win theme and discriminator workshops, and proposal reviews.
  • Capture involves effective transfer from identification and qualification to pre-proposal and proposal efforts, as well as post-proposal to award responsiveness and hot-start transition to the program team.
  • The Capture Manager is responsible for managing all activities necessary to transform qualified opportunities into wins.
  • The successful candidate will have a working knowledge of US Government contracting, contract types, and procurement processes; must be team-oriented and demonstrate strong reasoning and communications skills (oral and written).
  • The Capture Manager will conduct after-action reviews for all opportunity capture participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.

Basic Qualifications

  • Excellent communications skills demonstrated through written and oral presentations at all levels up to C-level, development of technical papers, volumes, or similar products.
  • Experience as a winning Capture Manager on NASA and/or DoD space opportunities.
  • Proven network of people and access to related customers – government and industry.
  • Experience in capturing large business development programs (>$100M Total Contract Value) with emphasis on opportunity qualification and shaping into solution and proposal submission.
  • Proven record of success managing capture efforts in the Federal contracting space (winning single award >$100M pursuits as capture manager).
  • Experience with various contracting vehicles and contracting types (GSA, SSA, OTA, FAR-based, commercial, etc.).
  • Demonstrated skills in all areas of business development including opportunity qualification, capture strategy, customer visits, customer relationship development, competition, team leadership, and collaboration.
  • Experience in developing and negotiating teaming agreements.
  • Experience in developing competitive pricing strategies and associated cost proposal materials.
  • Familiarity with online tools used by the Federal Government for solicitations.
  • Bachelor’s degree with 15+ years of relevant experience or Master’s degree with 13+ years of relevant experience (additional education, training, or experience may be considered in lieu of degree).
  • US Citizenship is required due to the nature of the role.
