Requirements
Must have:- Must be a U.S. citizen with an active TS/SCI clearance and CI polygraph.
- 12 years of relevant experience and an advanced degree.
- Background in strategic foresight or horizon scanning related to national security or technology.
- Exceptional oral and written communication skills.
- Ability to clearly present findings and techniques to both technical and non-technical decision-makers.
- Strong analytical skills to interpret complex data and draw insights.
- Generate assessments regarding the discovery, development, and deployment of advanced technologies and their implications for Defense Critical Infrastructure and U.S. nuclear capabilities globally.
- Create intelligence outputs to contribute to the National Security Threat Capabilities Assessment and threat assessments for the Defense Critical Infrastructure Program (DCIP).
- Provide advance notice of disruptive developments to keep the Intelligence Community informed of changing technological landscapes.
- Perform all-source analysis to evaluate the strategic effects of emerging technologies on national security.
- Identify and assess potential future risks and opportunities from technological advancements across various global sectors.
- Develop and enhance ontologies to aid in Object-Based Intelligence (OBI) production and semantic interoperability within Defense Intelligence structures.
- Utilize structured analytic techniques (e.g., ACH, scenario analysis, key assumptions check) for evaluating technology trends and predicting disruptive changes.
- Monitor worldwide research and development, innovation ecosystems, and technology adoption to enhance strategic foresight and provide early alerts.
- Work with data scientists and technologists to incorporate advanced analytics, machine learning, and semantic technologies into analytic workflows.
- Document analytic methodologies to facilitate automation, reproducibility, and integration into knowledge graphs and decision-support systems.
- Create assessments and presentations aimed at senior decision-makers, emphasizing risks, opportunities, and strategic implications associated with emerging technologies.
